SNCF Réseau has launched a programme to address Noise Black Spots due to railway noise (PNBf) in response to the interministerial circular of 25 May 2004. This programme aims primarily to reduce noise at the source, and then to complement these actions with enhanced acoustic insulation of facades. The Île De France Regional Directorate of SNCF Réseau has commissioned acoustic studies from contractors in 34 intercommunal areas outside the Métropole du Grand Paris. These studies have precisely identified the PNBf and estimated the number of homes affected by exceeding regulatory thresholds (AVP level). For homes eligible for facade acoustic insulation work, acoustic diagnostics must be carried out (PRO level), before potentially proceeding to works (REA level). The contract must address the PRO and REA phases. Consequently, the contract aims to establish a framework agreement for intellectual services to address Noise Black Spots (PNB) in Île-de-France. It covers the selection of acoustic engineering firms responsible for: - Contacting residents, - Carrying out acoustic diagnostics, - Managing the construction phase (consulting joiners on behalf of residents). The contractor must determine the number of homes/equipment and identify the owners within a defined perimeter. Based on these elements, the contractor will carry out the other missions provided for in the unit price schedule (carrying out diagnostics, drawing up technical files, drawing up and signing agreements, consulting companies for the work to be carried out, monitoring and accepting the work…). The contract is divided into 8 geographical lots, and takes the form of a framework agreement with call-off orders (single-contractor for each lot). Each lot is concluded for a firm period of 60 months.
