Specialised transport of pupils for school days from 15.09.2026 to 30.06.2027 by separate lots: "Lot No. 1: „Lom – Rasovo - Asparuhovo – Vasilovtsi - St. mahala - Lom”, total 90 km per day“ „Lot No. 2: „Lom – Komoshitsa - Lom”, total 68 km per day“ „Lot No. 3: „Lom – Mokresh – Botevo – Razgrad - Ignatovo – Kovachitsa - Lom” total 126 km per day“ „Lot No. 4: „Lom-Kriva bara - Lom” total 100 km per day“ The specialised transport of children and pupils must be carried out in accordance with the requirements of the Law on Road Transport, Ordinance No. 33 of 1999 on public transport of passengers and goods on the territory of the Republic of Bulgaria, the Law on Road Traffic and other normative acts relating to the organisation of road transport. Specialised passenger transport on the territory of the Republic of Bulgaria may be carried out by natural and legal persons registered as traders, who possess a licence and other documents required by law and Ordinance No. 33 of 03.11.1999 on public transport of passengers and goods on the territory of the Republic of Bulgaria. The contractor provides transport with buses, registered with a number of seats, corresponding to the number of travelling children and pupils as stated by the contracting authority. The execution of the order is carried out with road vehicles suitable for the transport of children and pupils. The transport will be carried out every school day according to a timetable, which is in line with the beginning and end of the school day. The timetable is signed by both parties to the transport contract and is agreed with the regional unit of the Executive Agency "Automobile Administration" in the region of Montana. The contractor(s) under the contract(s) must carry out the transport only according to the announced route timetables and transport only pupils. The transport vehicles must meet the sanitary and hygiene requirements, have good ventilation and be heated during the winter season. The transport of children and pupils is carried out in clean and well-ventilated, and during the winter season also heated buses, while observing all sanitary and hygiene requirements. In connection with the protection of the environment, it is necessary for the transport vehicles to have an extremely clean exhaust system, in accordance with the strictest environmental requirements of the European Union. The number of seats in the necessary road vehicles must be in line with the number of travelling children and pupils and the terrain along the route. The main buses proposed by the participant for one route, cannot be proposed for the execution of another route, included in the present procedure under the Public Procurement Act. These buses may not be engaged in the execution of other contracts for the performance of public passenger transport for the term of the Contracts, which will be concluded with the winning participants of the conducted procedure. The number of seats in the buses must be in line with the indicative number of children and pupils for the respective line and course. The execution of the order must be carried out in full compliance with the requirements of the contracting authority while observing the requirements of the normative acts of the Republic of Bulgaria and the European Community, including: the Law on Road Transport, Ordinance No. 33 of 3.11.1999 on public transport of passengers and goods on the territory of the Republic of Bulgaria, issued by the Minister of Transport, the Ordinance on the conditions and procedure for providing means for compensation of the reduced income from the application of prices for public passenger transport by road transport, provided for in the normative acts for certain categories of passengers, for the subsidising of public passenger transport on unprofitable bus lines in urban transport and transport in mountainous and other regions and for the issuance of transport documents for the performance of transport. In the event of a change in the current regulatory framework, the execution must be carried out in accordance with the newly adopted and/or amended regulatory framework. Given the specifics of the public procurement, the specified kilometres are forecast and do not commit the contracting authority to their full absorption upon conclusion of the contract.
