France – Construction work – Accords-Cadres (AC) concernant les 12 lots de petits travaux d’entretien multi-techniques du Patrimoine à réaliser sur le site du CEA de CADARACHE

The 12 Framework Agreements (AC) for Heritage are intended to carry out the maintenance work on the buildings and roads of the Cadarache Centre for:

- ensuring the safety of people and property,

- enabling the renovation and/or improvement of premises subject to the Labour Code,

- enabling the renovation and/or improvement of premises classified as Public Access Buildings (ERP),

- achieving the objectives of the CEA:

- ensuring the alignment between the heritage policy of the Cadarache Centre and the works,

- improving the management and monitoring of maintenance work,

- optimizing the costs and deadlines for the execution of the works,

- providing the necessary technical support to the installations of the centre.

These services are divided into 12 technical lots which will be the subject of separate Framework Agreements. The works, organised by the lots defined below, will be the subject of the establishment of single-award Framework Agreements (AC), referred to as "local framework agreements" (limited to the CEA Centre of Cadarache), concluded:

- for a period of 4 years,

- without a minimum,

- with a maximum ceiling amount per lot which is not a commitment of expenditure – Amounts defined per lot (see the draft ACs for each of the lots),

- to be carried out as needed via the issuance by the CEA of Service Orders (OS) for purchase orders and/or subsequent contracts (referred to as "mixed framework agreements"). Pricing of OS via a "BPU" and "Other applicable prices" (for the applicable hourly rates and multipliers).

Out of the 12, only lot 4 is a Framework Agreement classified as "secret" with access in accordance with the decree of 9 August 2021 approving the interministerial general instruction no. 1300 on the protection of national defence secrets. It does not require the holder to keep classified information and/or media in their premises.
