The Saint-Jérôme campus, located in the north-east of Marseille, is one of the main scientific sites of Aix-Marseille University. It accommodates approximately 4,000 students and 1,300 staff within a training and research complex structured around experimental sciences (physics-chemistry, biology, computer science and education sciences), as well as several central university services. The site spans 17 hectares and comprises around fifty buildings representing approximately 102,000 m² of gross floor area. The property portfolio, mostly built between the 1960s and 1980s, is now significantly obsolete. Around 67% of the areas are deemed unsatisfactory, notably due to insufficient energy performance, degraded usability and partial inadequacy to current needs. This assessment is reinforced by the presence of approximately 8,000 m² of vacant spaces and obsolete, disused or underutilised prefabricated buildings, representing approximately 2,500 m². Despite these findings, the Saint-Jérôme campus is a strategic hub for the Faculty of Science, housing nine research units, two federations and an internationally renowned institute, within an urban complex that combines teaching, research, documentation buildings and student living spaces. The operation is in line with the actions undertaken as part of the previous State-Region Planning Contracts (CPER), aimed at modernising and revitalising the site, which also plays an important role in the territorial policy for the Northern Districts of Marseille. It focuses on the energy and partial functional rehabilitation of three key buildings on the campus: the TPR building, the university library and the Fresnel building. The TPR building, constructed in 1964, is the main complex on the site with an area of approximately 45,800 m² and houses teaching, research activities and administrative services. The university library, built in 1994 over approximately 6,100 m², is a central facility for users. The Fresnel building, also constructed in 1964, spans approximately 5,100 m² dedicated to research activities. The operation aims to improve the overall quality of the property portfolio, with objectives focusing on energy performance (reducing consumption by at least 40%, improving the envelope and modernising systems), usability (controlling thermal conditions, indoor air quality), the architectural image of the site, continuity of activities during the works and controlling the overall cost including operation and maintenance. The scope of the operation includes, among other things, work to improve the building envelope (external thermal insulation, replacement of joinery, roof refurbishment), modernisation of heating, ventilation and air conditioning systems, integration of renewable energy production solutions, as well as associated internal works (safety, accessibility, relamping, arrangements necessary for continuity of activities). It also includes demolition, asbestos removal and clearing operations, as well as targeted functional rehabilitation aimed at restructuring teaching and research hubs within the TPR building. The operation is carried out as a global energy performance contract with deferred payment (MGPEPD), integrating design, implementation and operation and maintenance of the works, including major maintenance and renewal (GER) services. This contractual arrangement aims to ensure an integrated approach to the project and to commit the contractor to achieving defined and measurable performance objectives. Commitments include service quality (thermal comfort, indoor air quality, availability of premises), energy efficiency (reducing consumption, monitoring usage, producing renewable energies) and the environmental impact of the project. It is specified that the operation was the subject of prior communication, for purely informative purposes, by the contracting authority on the occasion of the publication of a pre-information notice in the Official Journal of the European Union (OJEU), n°228038-2026 dated 02/04/2026.
