Description

The contract consists of the execution of design, (project) engineering, project (supervision) and support within cultural and civil engineering projects. Main components: carrying out design tasks for renovations with (citizen) participation; carrying out cultural and civil engineering drafting; determining quantities for tender preparation; realising RAW tender documents including appendices; writing the information notes; checking winning tenders; maintaining supervision and direction; advisory tasks in the field of traffic, urban development, landscape architecture, paving and environment; supporting tasks for trajectories with (citizen) participation; guiding studies to be carried out by third parties; other tasks if applicable. These are engineering contracts with an estimated value of up to € 100,000,- exclusive of VAT per sub-contract. The work to be carried out is within the municipal boundaries of the municipality of Bergeijk and falls under its responsibility. The municipality could conduct a separate tender for each sub-contract. However, given the value of the sub-contracts, it is precisely chosen to include these in a framework agreement, so that this benefits the efficiency of order placement. This results in a combined contract. The bidders can carry out the work without or with a small number of subcontractors: they usually have all disciplines in-house. Splitting into parcels that can be granted independently of each other does not result in better accessibility for SMEs, but in extra activities and thus more inefficiency and thus more costs. The contract as a whole is accessible for SMEs. Therefore, no parcel division is applied whereby the parcels can be granted independently of each other. The contracting authority will enter into an agreement with two parties. The contracts will be divided proportionally based on turnover. The agreement will be entered into for a period of at least two years and at most six years. The start date of the agreement is 1 February 2027.
