In the context of the development of the offshore wind sector, the Multi-Year Energy Programme (PPE) sets a timetable indicating, for the coming years, the location and maximum power of offshore wind farm projects, fixed or floating, to be tendered. For each tender, studies are carried out by RTE on the site of the offshore substation, owned by RTE from the AO3 Dunkerque tender. In order to ensure the availability rate of its offshore substations (PEM), RTE has included in its Operations & Maintenance strategy the use of helicopters in addition to marine means. This aerial means allows for faster travel while avoiding difficult sea conditions. Air operations and dedicated infrastructure are subject to regulations and recommendations, the understanding and volume of which require expertise in this field. RTE therefore wishes to entrust technical and regulatory consultancy services to a company mastering this field and capable of interfacing with French authorities such as the DGAC, the DIRCAM, the PREMAR, etc.
