Hungary – Repair and maintenance services – Rádiós telemechanikai karbantartása
Description
Business contract for the procurement of the maintenance and fault rectification of the “Maintenance and Fault Rectification of the OPUS TITÁSZ Zrt. Radio Telemechanical System” as detailed in the procurement technical specification. Framework agreement for the maintenance and fault rectification tasks of the remote-controlled column switches (TMOK) and remote-controlled cable network switches (TMKK) and KÖF fault indicators secondary system and associated servers, as detailed in the procurement technical specification and contract draft, based on the Kbt. 105. § (1) a) point, within the framework of a framework agreement procedure. The service includes regular preventive maintenance, repairs, and fault rectification repairs for both hardware and software tools upon the request of the tenderer. Tasks to be performed The radio telemechanical devices located on the OPUS TITÁSZ Zrt. area operate in a unified system. These devices will be integrated by the SCADA communicating collectors. The current quantity of the devices is given at their listing. The task is the regular maintenance and fault rectification of the system elements (secondary part). Field equipment includes: - TMOK (Remote-controlled column switch) INTÁV URH and GSM RTU (1007 units) - TMKK (Remote-controlled cable loop switch) INTÁV URH and GSM RTU (122 units) - GENLEV (Generator disconnect) INTÁV URH and GSM RTU (294 units) - Compensating INTÁV URH and GSM RTU (5 units) - Link converter INTÁV URH RTU (1 unit) - INTÁV SZVZJ (Open Wire Fault Indicator) (75 units) - INTÁV Collector district (47 units) - INTÁV TRZJ (Cable Loop Transformer Fault Indicator) (only fault rectification) (150 units) Maintenance Currently, several INTÁV type radio telemechanical devices operate on the OPUS TITÁSZ Zrt. area, which need to be maintained regularly and scheduled. The planned maintenance cycle for field equipment is 2 years. The total quantity of the given type of equipment should be approximately halved for 1-1 year to ensure even work and financial load. The planned maintenance cycle for central equipment is half a year, or 1 year. Central equipment includes: - INTÁV Central Collector server (every half year, i.e. twice a year) - INTÁV Database server (annually) - INTÁV THJ-ZJ server (Remote Fault Indicator-Fault Indicator server annually) - INTÁV TRZJ server (Transformer-Fault Indicator server annually) The above cycle times are informative; the number of tools to be maintained in the given year will be determined by the tenderer after consultation with the bidder. The tenderer does not undertake a call-out obligation and does not prescribe specific cycle times. The disposal of dismantled hazardous waste (batteries), as well as their transfer and rendering harmless in accordance with the currently valid legal regulations within the framework of the waste management concession system – currently with the cooperation of MOHU MOL Waste Management Zrt. – is the responsibility of the Winning Bidder. All costs associated with this shall be borne by the Winning Bidder. Fault rectification tasks Fault reports can be received through the tenderer's fault ticket handling system (Redmine) or through a telephone report made by the dispatcher. However, it is expected that faults discovered during maintenance work will also be resolved. A fault is considered to be: - Any malfunction of a hardware element, software malfunction, damage, database inconsistency, – including the hardware and software elements of the radio system, as well as the radio link – which endangers or hinders the dispatching. - Any malfunction of a function that endangers or hinders the dispatching. A critical fault is considered to be: - The simultaneous failure or malfunction of several switching devices, e.g. due to the malfunction of a Link converter or a Collector station. A fault not arising from normal operation is considered to be: - lightning strike - interference in the transmission medium - damage, external impact-induced damage - primary faults, the rectification of which requires the cooperation of the bidder, but the rectification of the fault is not the responsibility of the bidder (e.g. setting, connecting and disconnecting cables, testing, etc.) - false fault reports, or if the work cannot be carried out at the pre-agreed time - any malfunction caused by overvoltage
