France – Commissioning of heating installations – Concession pour la conception, réalisation, financement et exploitation de la centrale géothermique du MIN de Rungis

SEMMARIS is the company responsible for the management and development of the International Market of Rungis, by decree n° 65-325 of 27 April 1965 and by article 199 of law n° 2015-990 of 6 August 2015 for growth, activity and economic equality of opportunity. Article 34 of law n° 2025-268 of 24 March 2025 for guidance on food sovereignty and the renewal of generations in agriculture amended article 199 of law n° 2015-990 of 6 August 2015 for growth, activity and economic equality of opportunity by extending the mission of SEMMARIS until 31 December 2068. In addition to its specific competencies, its expertise lies in the management of long-term contracts and the operation of heat networks. The network of the MIN and the adjoining zones represents around 30 km and approximately 160 substations. This network was created in 1969 and operated under a 30-year concession. At the end of this concession, SEMMARIS took over the management of the network. The MIN heat network is supplied by an energy recovery unit and a gas-fired boiler providing backup, which allows for the distribution of approximately 167 GWh (in 2025). This production also supplies 4 networks in addition to the MIN heat network: ADP, Rungis Ville, SICUCV, Sénia zone. The heat is currently distributed at High and Low Pressure.
