The subject of the procurement is the leasing of OYS Modular Facilities for the North Ostrobothnia Wellbeing Services County (Pohde). The winner of the tender will act as the project developer, property owner, and lessor. The aim of the project is to move the polyclinics and other operations out of the old premises, in order to promote the demolition and redevelopment of the old OYS hospital buildings. The building or buildings to be leased must consist of relocatable modules, which can be moved and used in other Pohde locations or elsewhere as needed. All modules must be new. The size of the leased premises is initially approximately 3,000–6,000 brm2, but at most 10,000 brm2, although this will be further specified in negotiations. The following operations and premises are the subject of the procurement: • Kidney and dialysis unit • Various polyclinic premises • Support premises The procurement can also be divided into parts and may include options. The procurement covers the design, construction, financing, leasing, and maintenance of the premises, in the scope to be specified in the final tender request. The project site is located in Kontinkangas, Oulu, in the area of Oulu University Hospital, at Kajaanintie 50, 90220 Oulu. The project will be implemented as a lease model, where Pohde leases the premises from the winner of the tender for use by the polyclinics and other Pohde operations. The lease period is initially 5-15 years. The lessee must have the option to purchase the building at the end of the lease period. The lease period will be specified during the procurement process and may include options. The procurement procedure for the project is competitive negotiated procedure and this notice seeks candidates for the tender (expressions of interest).
