In June 2005, the finance ministers of the 16 federal states, in agreement with the Federal Minister of Finance, unanimously established the foundations for the further development of uniform software for the taxation procedure in the KONSENS project (the Co-ordinated New Software Development of the Tax Administration). The basis for the cooperation of all 16 federal states and the Federation is the KONSENS Administrative Agreement, which came into force on 1 January 2007, and the KONSENS Act, which came into force on 1 January 2019. KONSENS is a long-term project aimed at standardising and modernising, maintaining and further developing the information technology used by the tax authorities of the Länder in a future-oriented and demand-driven manner. KONSENS, as a permanent task, has no fixed end date. The TestCenter KONSENS (TCK) is the central Quality-Gate in the release management process in KONSENS and has been located at the Oberfinanzdirektion Baden-Württemberg - Landeszentrum für Datenverarbeitung (LZfD) - at the service locations Stuttgart and Karlsruhe since its inception. The tests carried out by the TCK provide information on whether an application meets the qualitative requirements for operation in KONSENS. To this end, the TCK operates its own test environments and builds further test environments. The Oberfinanzdirektion Baden-Württemberg - LZfD - requires external personnel to operate the KONSENS own applications for the TCK test environments. Three external persons are needed for the upcoming tasks.
