Poland – Building-cleaning services – Kompleksowa usługa utrzymania czystości w budynkach ZUW w Szczecinie i Koszalinie oraz w pomieszczeniach na przejściach granicznych wraz z terenami do nich przyległych

The subject of the contract is a comprehensive cleaning service and the maintenance of continuous cleanliness during the day in office spaces, sanitary facilities and circulation areas: in the building of the Zachodniopomorskie Voivodeship Office in Szczecin, in the building of the Delegatura Zachodniopomorskiego Urzędu Wojewódzkiego in Koszalin, and in the premises rented by the Zachodniopomorskie Voivode for the needs of the border services functioning at the border crossings of Szczecin – Port and Świnoujście, along with the adjacent areas to these buildings. A detailed description and the method of implementing the contract is contained in the Subject of the Contract (OPZ), which is annexes no. 8A and 8B and 8C and 8D to SWZ.

2.The requirements related to the implementation of the contract in terms of employment by the Contractor or Subcontractor on the basis of an employment relationship of persons performing the activities indicated by the Contracting Authority in the implementation of the contract, if the performance of these activities involves performing work in the manner specified in art. 22 § 1 of the Labour Code of 26 June 1974 (Dz. U. z 2025 r. poz. 277) include the following types of activities: 1) performing manual cleaning activities in buildings such as: mopping floors, sweeping floors, vacuuming carpets, cleaning toilets, washing windows, replacing toilet paper, placing bags in bins, refilling soap dispensers, etc.; 2) keeping records in the scope of toilet cleanliness control, reporting all technical faults requiring repair; 3) cleaning – sweeping/snow removal of external areas of the building and removing dirt from areas adjacent to the buildings.

3.The Contracting Authority specifies additional requirements related to the employment of persons, as referred to in art. 96 para. 2 point 2 lit. e) of the PZP Act.

4.The Contracting Authority requires that, for the implementation of the contract, at least: 2 disabled persons be employed on the basis of employment contracts, for the entire period of service provision for part I and for part II; 1 disabled person be employed on the basis of employment contracts, for the entire period of service provision for part III and for part IV.

5.Detailed requirements regarding the implementation and enforcement of the employment requirement on the basis of an employment relationship, as well as the rules for documenting the employment of disabled persons on the basis of an employment contract, and the control of this obligation by the Contracting Authority and the sanctions provided for this purpose are specified in the template contract constituting annexes no. 7A and no. 7B and no. 7C and no. 7D to SWZ (accordingly for the given part of the contract).
