Ireland – Installation of road lighting equipment – Dublin City Council Multi Party Framework Agreement for the installation of Street Lighting and Festive Lighting in the Dublin City Area
Description
Dublin City Council is establishing a Multi-Party Framework Agreement for Public Lighting Miscellaneous Works. The framework will have a duration of 48 months and will be governed by the PW-CF6 Public Works Short Form of Contract. It is anticipated that a minimum of 2 and a maximum of 5 contractors will be appointed to the framework. Contracts will be awarded off the framework by means of mini-competitions among the appointed framework members. The award criteria for mini-competitions will be detailed in the tender documents issued at the time of each call-off. The initial contract under this framework will involve the delivery of public lighting works across Dublin City, including installation, maintenance, and associated civil and electrical works, in compliance with Dublin City Council standards and specifications. The works will include, but are not limited to: • Supply and installation of ducting, cable chambers, public lighting columns, and PL mini-pillars • Replacement of existing columns in situ, including associated traffic management works • Stripping down and removal of columns • Ground opening for ESB works and reinstatement of ground • Pulling cables into ducts, glanding and terminating cables • Installation of brackets and lanterns • Renewal of public lighting overhead cabling • Installation of poles for non-public lighting equipment and kerbside power connections • Testing and certification of electrical works • Installation of festive lighting • Design of foundations for columns requiring modification (e.g., flanged bases due to ground conditions) • Working on or near ESB overhead networks for installation or removal of brackets on ESB poles with DCC lights installed • Liaison with the DCC Traffic Control Section for traffic management requirements throughout the works. All works shall comply with: • IS EN standards for public lighting • I.S.10101 National Rules for Electrical Installations • Health and Safety Authority (HSA) regulations • Chapter 8 of the Traffic Signs Manual for traffic management. Contractors must provide: • Electrical test certificates for all installations • Method statements and risk assessments for works near ESB networks where applicable • CE-marked materials and equipment approved by Dublin City Council
