The service provider must have a permit from the Regional State Administrative Agency or Valvira to operate. The service subject to the procurement is described in more detail in appendix 1 (1) of the invitation to participate. The specific objectives set by the contracting authority for the procurement are: 1. Promoting the client's freedom of choice 2. Developing the quality of the service to meet client needs 3. Supporting the multi-provider model 4. Enabling flexible entry to the market for new businesses 5. A service model that supports the financial capacity of municipalities
