The subject of the contract is the construction of a composting facility for selectively collected biodegradable waste in the "Design and Build" formula, for the investment named: "Construction of a composting facility for selectively collected biodegradable waste, in the locality of Konin, Gosławice area, on cadastral plots no. 1406 and 1409", including: 1) preparation of alternative building design documentation necessary to obtain a change to the building permit no. 139 issued by the President of the City of Konin on 28.10.2025, 2) construction of buildings and accompanying infrastructure, 3) obtaining all legal permits, agreements, consents, opinions, and exemptions from regulations necessary to complete the full scope of the contract and hand it over for use, including obtaining, on behalf of the Contracting Authority, a decision on the permit for use. 2. A detailed description of the solutions and requirements has been prepared in the document Functional User Program for the investment: Construction of a composting facility for selectively collected biodegradable waste. 3. The building is located in Konin, at ul. Sulańska 13, on plots with cadastral numbers 1406, 1409, 1410, 1436/5, 1437, 1438, 1440. Gosławice area. Building category VIII, XVIII. 4. Local vision - The Contracting Authority obliges the Contractors to carry out a local vision of the construction site before submitting an offer in order to obtain all data that may be useful for preparing an offer and implementation as well as settlement of the subject of the contract. The Contracting Authority sets 2 dates for the mandatory local vision, which will take place at the construction site, i.e. Konin, ul. Sulańska 13, about which it will inform through the tender platform. 5. The obligations of the Contractor and the detailed conditions required for the implementation of the contract are specified in the Contract Project constituting Annex no. 5 to SWZ. 6. The Contracting Authority requires that the offered service, including all ICT products, ICT services, and ICT processes used to implement the contract, both as main elements and as components, service environment elements, or accompanying solutions, do not include: 1) ICT products, ICT services, or ICT processes indicated in the recommendation referred to in Article 33(4) of the Act of 5 July 2018 on the national cybersecurity system, stating their negative impact on the basic interest of the state's security; 2) an ICT product whose type was determined in the decision on recognizing the supplier as a high-risk supplier, referred to in Article 67b(15) of the Act of 5 July 2018 on the national cybersecurity system, or ICT services or ICT processes specified in that decision.
