Mullsjö kommun intends to conclude a framework agreement with a Supplier who will act as the Buyer's licensing partner. The purpose of the framework agreement is to ensure a qualitative, effective and purposeful delivery of licenses, software, support, maintenance and related services. The licensing partner will, among other things, be responsible for the mediation, delivery and invoicing of licenses, subscriptions, software and related services, and assist the Buyer with information on licensing conditions, prices, licensing models, support, maintenance, upgrade rights and renewals. The Supplier is expected to have an advisory and proactive role towards the Buyer and should be able to contribute with expertise in both ongoing and more comprehensive issues related to licenses, software, subscriptions, cloud services and related agreements. The role also includes alerting the Buyer to opportunities for cost and license optimization, consolidation, standardization and other measures that can create added value.

The framework agreement covers the following services:

Purchase of licenses and related services

Advisory and market monitoring

Contract monitoring

Follow-up

Cost and license optimization

In addition, the framework agreement includes the possibility to procure services within:

License management/SAM services

Specialist support

Product-related services

The framework agreement does not cover standalone hardware procurements or standalone consultancy assignments that lack a direct link to licenses, software, subscriptions, support, maintenance or product-related services within the specified software areas of the framework agreement.
