Belgium – Personnel and payroll services – Raamovereenkomst voor Sociaal Juridische dienstverlening als erkend sociaal secretariaat, inclusief payroll en onderhoud, optimalisatie en implementatie van het HR-systeemlandschap (SAP)

The contracting authority wishes to appoint an integrated partner for legal and social services as a recognised social secretariat, including payroll, and for the maintenance, optimisation and implementation of the HR and payroll system landscape. The contract involves, on the one hand, the correct, timely and compliant execution of all legal, social and tax obligations related to payroll processing and social law and, on the other hand, supporting the contracting authority in managing, maintaining, optimising and future-proofing its HR-IT environment (SAP HR/Payroll and SAP SuccessFactors). In this context, the contracting authority is looking for one contractor who acts as an integral point of contact and final responsible party for both the social secretariat and the HR and payroll system landscape. This responsibility can be fulfilled by the contractor itself or by the contractor together with one or more subcontractors, with the contractor always acting as the sole contractual interlocutor and final responsible party. The contractor acts as a socio-legal partner and guardian of the legislative framework and is responsible for the translation and correct implementation of changes in social, employment and tax legislation within the payroll processes and the supporting HR systems. In addition, the contractor acts as a maintenance and implementation partner for the HR system landscape, both for planned evolutions (such as the implementation and optimisation of SAP SuccessFactors, including Employee Central and the related talent modules) and for the contracting authority's own development and optimisation questions. The contractor acts as a strategic and advisory partner by periodically analysing our existing HR and payroll processes, identifying optimisation opportunities and formulating concrete improvement proposals, with the aim of sustainably further developing our HR and payroll system landscape to support our HR strategy. The award of this contract gives the contractor no exclusivity rights or rights to take up its offered products or services. The contracting authority can, during the term of this contract, have deliveries, identical or analogous to those described in the specifications, carried out by third parties. The original contractor can, in the application of the above, at no point in time claim any compensation, of any kind.
