On the North Sea island of Neuwerk, part of Hamburg, within the Hamburg Wadden Sea National Park, a residential construction project is to be implemented. The aim is to expand the island's housing stock with contemporary residential buildings, both for families and in smaller units. A new building complex consisting of two wooden structures will be constructed at the site of the former Osthof, which is currently temporarily used as a storage area. For the project, a preliminary feasibility study was initially prepared, followed by a conceptual design, which has meanwhile been assessed as approvable within the framework of a building permit application. This high-rise planning should be developed in an integrated planning process by a competent general planning team and brought to the approval capability. Immediately following the planning, the realisation on the island is planned. The planning team must provide at least the following services: - Architectural services, building design according to § 34 HOAI, Lph 1-9 - Landscape design according to § 39 HOAI, Lph 1-9 - Structural design, according to § 51 Abs.1 HOAI, Lph 1-7 - Building services engineering according to § 55 Abs.1 HOAI Lph 1-9 - Consulting services according to § 3 Abs. 1 HOAI (acoustic report and room acoustics consultation, GEG proof / energy certificate, soil report, support and assistance in negotiations with neighbouring property owners, safety and health coordinator according to the construction site ordinance (SiGeKo) and fire protection report according to AHO Heft 17) General planners or consortia must name experienced and competent specialist planners or subcontractors for all the disciplines mentioned, who must prove their individual performance capability using a project list. Since this is a restricted tendering procedure, the identity of the participants will be kept secret until the procedure is completed. The tendering procedure will be carried out as a negotiated procedure for the award of general planning services with a preceding EU-wide participation competition to select up to 3 qualified participants. The first stage of the tendering procedure is a participation competition (application procedure) to select competent planning teams that have comparable experience in the planning and implementation of the described task in the various disciplines. The remote location on the North Sea island within the Hamburg Wadden Sea National Park requires special experience and planning competencies to enable extensive prefabrication and rapid realisation, taking into account existing logistical restrictions and the contractually defined planning objectives. Following the participation competition, the second stage will be a negotiated procedure for the award of a general planning contract with step-by-step commissioning according to the general planning contract. The selected applicants will have the opportunity, within the framework of a negotiation meeting, to present the project team planned for the task and to explain the approach to the task. During the negotiations, a fee offer should also be negotiated. As a result of the negotiated procedure, the selection of a best bidder and the immediate conclusion of the contract based on the regulations of the HOAI and the general planning contract of the client in the form of a step-by-step commissioning (Stage 1 LPH 1-3) is planned. Immediately after the procedure has been completed, work on the project is to begin. Within the framework of a preceding EU-wide application procedure, a maximum of 3 general planners or consortia with relevant experience in the field of prefabricated timber construction will be selected. The focus is on experience in the realisation of timber buildings for single-family homes and settlements, as these require a different planning approach compared to multi-storey residential buildings in timber construction.
