The contract is planned as a single lot for the construction of 69 HOUSES, INCLUDING 17 PSLA HOUSES - RUE DU CORNET IN YVETOT. The present consultation is conducted according to the competitive procedure with negotiation, subject to the provisions of Articles R2161-12 to R2161-23 of the Public Procurement Code. Justification for the use of the negotiated procedure: The contract cannot be awarded without prior negotiation due to particular circumstances related to its nature, complexity, legal structure, and the need to ensure economic and financial viability while respecting the budgetary credits indicated below, and to optimize the technical and operational dimensions of the project. The amount of the budgetary credits allocated to the operation, set at 7,300,000 Euros excl. VAT, must not be exceeded by the candidates, and offers exceeding this amount will be considered unacceptable in accordance with the provisions of Article L.2152-3 of the Public Procurement Code. After examination, the buyer has decided, in accordance with public procurement rules, not to divide the present consultation for the following reason(s): - The purchases concerned constitute a homogeneous family of services. These do not allow for distinct services to be identified and a relevant division into lots. - The allocation in separate lots may make the execution of the services more costly.
