COSMOS: Combined Offshore Maintenance and Operation Services

The scope of the tender includes information on "Maintenance of electrical systems at DC grid installations of TenneT TSO GmbH". Under the framework agreement, the contractor shall carry out recurring and non-recurring maintenance and ensure the technical operational readiness, safety and compliance. This concerns the following lots:

Lot 1 – Medium-, High-, and Extra-High-Voltage Components incl. GIS

Lot 2 – Low-Voltage Components incl. UPS

Lot 2 includes the following low-voltage components and services for specification:

a) the electrical auxiliary power supply systems and associated installations,

b) the uninterruptible power supply (UPS) as well as the DC systems,

c) the general lighting incl. explosion-protected luminaires, emergency lighting, safety lighting and the 400/230V AC power supply, and

d) the lightning protection and equipotential bonding system.

In addition, "Recurring inspections according to DIN VDE 0105-100 on stationary and portable electrical installations and equipment" are to be carried out.

Contract duration: 01.03.2028 - 28.02.2033 with an extension option for a further 36 months

Evaluation criteria:

- Price: 50%

- Commercial contract clauses (contract penalties): 10%

- Concept for service provision: 40% (75% capacity/technical solution & 25% HSE)

Negotiation with how many bidders (possibly per lot): Five

Bidders are permitted to submit signed NDAs to the contracting authority at any time during the application process. The contracting authority will grant the bidder access to the tender documents after a plausibility check has been carried out. From this, the bidder cannot yet deduce that the contracting authority certifies the bidder's suitability for further participation in the tendering procedure. In this regard, the contracting authority will send separate invitations to submit offers to the bidders admitted to the tendering procedure after the application deadline has expired.

The application must be submitted in good time, i.e. no later than the application deadline of 11.06.2026 at 12:00, CET via the e-procurement platform Mercell. Individual deadline extensions will not be granted.

Notes on the submission of applications:

Submission of the application by post, e-mail or fax is not permitted. A breach of this requirement may result in the exclusion of the application. Information or documents that are not in German must be accompanied by a certified translation. The contracting entity considers signatures for the participation competition in digital form (e-signature or scan) and without a stamp or in text form according to § 126 b BGB to be sufficient.
