Zorgband Leie en Schelde is leveraging the power of data-driven operations. In the recent period, a central data platform based on Microsoft Fabric and a corresponding Power BI environment were established. This was done with a limited budget, focusing on setting up the basic architecture and initial reports. We are now looking for a contractor to convert our use cases into actionable insights that can be integrated into the data platform of Zorgband Leie en Schelde. We expect the contractor to build on the data roadmap that has already been established with various use cases (operational, financial, care-related, HR, etc.). This roadmap serves as the starting point but needs to be further developed. Therefore, we are looking for a contractor who will collaborate with us on relevant KPIs, logical data connections, and clear Power BI reports. Subsequently, the use cases will be developed, and finally, the end-users will be trained in using the reports. In this tender, we are not only looking for a technical party, but a partner who takes analysis, content, and adoption equally seriously, thereby avoiding the platform becoming unused after launch. We expect our teams to be guided step-by-step: from basic reporting from a single source, to integrated insights, to predictive analyses. Throughout the process, it must be ensured that the developed platform is aligned with the needs of the organisation. Main goal: Deepen data-driven operations with a contractor who thinks content-wise and provides hands-on support to further develop the existing environment. Sub-goals 1. Strengthen use cases - Translate business needs into concrete KPIs, report structure, and assign priorities. - Build dashboards in Power BI, tailored to the daily practice of employees. 2. Implement use cases in the data platform - Connect data from various source systems. - Identify and jointly resolve errors or gaps in data streams. - Realise the defined use cases step-by-step on the existing MS Fabric data platform and in Power BI. - Consolidate and professionalise the existing environment (architecture, data quality, governance, security). - Design and refine the data architecture and data modelling in Microsoft Fabric using dbt Cloud and CI/CD. - Develop and maintain data pipelines and integrations with relevant source systems. - Design and build Power BI datasets and reports/dashboards for the selected use cases. - Set up pragmatic data and Power BI governance (roles, processes, workspace structure, publication process, documentation). - Explore and potentially use AI and advanced analytics functionalities within Fabric and Power BI where added value exists. 3. Grow the organisation - Implement in realistic steps:  Phase 1: Insight into KPIs, directly from a software package (e.g. from the accounting package).  Phase 2: Combined insights through linking data from different software packages (e.g. accounting package and personnel data).  Phase 3: Predictive analyses that strengthen policy and planning. - Knowledge transfer, training, and coaching for users at different levels: from basic users to those responsible for deeper analyses, with the aim of gradually increasing autonomy. 4. Build support - Involve employees in the why and how. - Align reports with the needs of teams, not the other way around. Out of scope (unless explicitly agreed otherwise): - Purchase or management of Microsoft licences - Development and management of underlying infrastructure outside the Fabric- / M365-tenant / dbt Cloud of Zorgband Specific requirements - All solutions are implemented in the existing Microsoft 365 / Azure / MS Fabric environment of Zorgband Leie & Schelde - The contractor works within the tenant of Zorgband Leie en Schelde; the use of own cloud environments for production is not allowed - The contractor coordinates with the internal IT team of Zorgband Leie en Schelde regarding access, security, network, and any technical limitations - The contractor employs a professional project approach (preferably iterative/agile) with regular demos, stand-ups, and status reporting - The language of communication for analyses, workshops, and documentation is Dutch - The contractor provides sufficient continuity in the team (limited change of core profiles) - Collaboration in co-creation with employees of Zorgband Leie en Schelde, with explicit attention to knowledge building at Zorgband Leie en Schelde.
