Germany – Business services: law, marketing, consulting, recruitment, printing and security – Sicherheitsdienstleistungen Staffel 10.1

The subject of this procedure is the award of security services in Central Reception Facilities (ZUE) and Initial Reception Facilities (EAE) for refugees in the state of NRW (Lot 10.1). The Arnsberg District Government is leading this procedure for the participating district governments of the state of NRW. The contracting authority will be the state of NRW, represented by the respective district government. The contract to be awarded includes security services. For each facility, one bidder or consortium will be commissioned to carry out the service. Additionally, the second- and third-ranked companies will each move into a standby position. If the contract with the top-ranked company is terminated prematurely during the basic term (e.g. due to insolvency or extraordinary termination), the respective district government can, as an alternative to conducting a procurement procedure, first ask the second-ranked and subsequently the third-ranked company whether it would take over the services at the offered contract conditions. The contracting authority is not obliged to use this mechanism. If the contracting authority decides against this, it will inform the second and third-ranked companies accordingly.
