Romania – Construction work – ACORD CADRU - 48 luni - Intretinerea, repararea, constructia si montarea elementelor sistemului de siguranta din Municipiul Brasov

The subject of the procedure is the award of a Framework Agreement for a period of 4 years (48 months) with the object of carrying out maintenance, repair, construction, manufacturing and assembly works for the road and pedestrian traffic safety system within the public domain of the Municipality of Brașov by applying the open procedure in accordance with the provisions of Law no. 98/2016 on public procurement. The main categories of works/activities targeted are:

Flexible metal barriers: Installation, dismantling, repair, painting and washing for zinc-coated barriers H1, roll-type barriers H2W3, barriers for embankments H4BW4, barriers for bridges/pedestrian crossings H4BW4B, end posts and catadioptric devices

Rigid barriers: Construction, repairs, underpinning, plastering, rusting and support of embankments for reinforced concrete or stone masonry barriers, replacement of concrete slabs/caps, steps and grouting

Balustrades and handrails: Manufacturing, installation, dismantling, repairs, painting and washing for protective balustrades on bridges/pedestrian crossings and handrails on stairs/pavements

Pedestrian protection barriers and stop posts: Manufacturing and installation of fence modules (including ornamental models Mangalia/Mureșenilor and type Jandarmi), metal/cast iron stop posts, spherical concrete bollards and application of reflective strips

Connected works of arrangement, refurbishment and paving: Excavations, foundations of ballast/broken stone, curbs, dismantling, repairs/refurbishment of paths, paving with concrete and basalt slabs, plastering, exterior painting and disposal of debris.

Information regarding the Framework Agreement:

- Duration of the Framework Agreement: 48 months.

- Frequency and value of subsequent contracts: Subsequent contracts will be awarded according to needs and allocated budget credits. The duration of the last subsequent contract may exceed the duration of the Framework Agreement, provided it is awarded within the validity period of the Framework Agreement.

- Estimated maximum value of the Framework Agreement: 67,731,604.13 lei excluding VAT.

- Estimated minimum value of the Framework Agreement: 16,611,234.07 lei excluding VAT.

- Estimated maximum value of the largest subsequent contract: 14,733,212.73 lei excluding VAT.

- Estimated minimum value of the smallest subsequent contract: 2,595,142.67 lei excluding VAT.

The present Framework Agreement will be awarded without reopening the competition, with a single economic operator, based on which, during a year, one or more distinct subsequent contracts will be awarded, depending on needs. According to the provisions of Article 160 of Law no. 98/2016, as amended and supplemented, the contracting authority sets a term - the limit within which it will ensure a clear and complete response to the requests for clarification/information of the tenderers as follows: The number of days up to which clarifications can be requested before the deadline for submission of tenders/applications is 20 days. The contracting authority will respond clearly and completely to all requests for clarification/information 11 days before the deadline for submission of tenders.
