France – Vehicle-fleet management services – Mise en place d'un système d'acquisition dynamique (SAD) pour la location longue durée de véhicules neufs

This consultation is launched as a Dynamic Purchasing System (DPS), in accordance with Articles R.2162-37 to R.2162-51 of the Public Procurement Code, for the long-term leasing of new vehicles. The DPS is a fully electronic procedure that allows for the pre-selection of candidates before consulting them later for specific contracts. DPS Operation The process is as follows:

1. Current phase: application (admission to the DPS)

- Candidates submit an application file by completing the "application excel form" see RC Article 4 Apply to the DPS

- This phase is solely to verify the capabilities of the candidates

- No technical or financial offer is expected at this stage

2. Admission to the DPS

- Any candidate meeting the selection criteria is admitted

- The DPS remains open throughout its duration: new candidates can register

3. Specific contracts (later phase)

- When the buyer has a need, they launch a consultation

- Only candidates admitted to the DPS are invited to submit an offer

- The precise characteristics (vehicles, price, etc.) will be defined at that time
