Germany – Vehicle-counting machines – AFZS

The Freiburger Verkehrs AG (VAG) is a municipal public transport company of the city of Freiburg im Breisgau. It intends to supplement and expand its existing passenger counting systems by procuring additional autonomous passenger counting devices for installation and use in buses and trams. The award of the contract will be based on the applicable procurement law, i.e. the provisions of the Act against Restraints of Competition (GWB) in the version of the last amendment of 18.12.2025 (BGBl. I 2025 No. 347) and the Sectoral Ordinance (SektVO) in the version of the last amendment of 07.02.2024 (BGBl. 2024 I No. 39). The contract will be awarded in accordance with § 15 SektVO by means of a European negotiated procedure with a prior qualification stage. The details of the procurement procedure as well as the procedural and application conditions can be found in the present central document, the project and the scope of services are described in detail in Annex L (Service Description). Companies interested in taking over the contract and qualified in accordance with the following conditions are hereby invited to participate in this procurement procedure. These companies will be referred to hereinafter as tenderers or bidders. We point out that, for reasons of better readability, the simultaneous use of the language forms male, female and diverse (m/w/d) is dispensed with and all personal designations apply equally to all genders.
