The subject of the contract is the delivery of a light reconnaissance-rescue vehicle type SLRr for the KP PSP in Sierpc in accordance with the requirements of Annex No. 1 to SWZ – description of the subject of the contract. 2. The first day of the offer binding period is the day on which the offer submission deadline expires. 3. In the event that the selection of the most advantageous offer does not take place before the expiry of the offer binding period referred to in paragraph 1, the Contracting Authority, before the expiry of the offer binding period, shall request the Contractors once to agree to extend this period by a period indicated by it, not longer than 60 days. 4. The extension of the offer binding period, referred to in paragraph 3, requires the Contractor to submit a written declaration of agreement to extend the offer binding period. 5. In the event that the Contracting Authority requests the submission of objections, the extension of the offer binding period, referred to in paragraph 1, shall take place together with the extension of the validity period of the objections or, if this is not possible, with the submission of a new objection for the extended offer binding period. 1. The offer, application and subject-related evidential means (if required) submitted electronically must be signed with a qualified electronic signature. In the process of submitting an offer, application and subject-related evidential means on the platform, the Contractor submits the qualified electronic signature directly to the document, which is then sent to the system. 2. The Contractor, the entity on whose capacities or situation the Contractor relies, the Contractors jointly applying for the award of a public contract or the subcontractor, in the scope of documents relating to each of them, shall confirm the conformity with the original. By original, a document signed with a qualified signature by the authorised person/people is meant. The confirmation of conformity with the original is made in electronic form signed with a qualified electronic signature by the authorised person/people. 3. The offer should be: a) prepared on the basis of the annexes to this SWZ in the Polish language, b) submitted using electronic communication means i.e. via platformazakupowa.pl, c) signed with a qualified electronic signature by the authorised person/people. 4. The qualified signatures used by the Contractors to sign any files must comply with “Regulation (EU) No 910/2014 of the European Parliament and of the Council on electronic identification and trust services for electronic transactions in the internal market (eIDAS) - from 1 July 2016”. 5. In the case of using the XAdES external signature format. The Contracting Authority requires the attachment of the appropriate number of files, i.e. files with signed data and signature files in XAdES format. 6. In accordance with Article 18(3) of the Pzp Act, information constituting a business secret, within the meaning of the provisions on combating unfair competition, is not disclosed. If the Contractor, no later than by the offer submission deadline, has unambiguously reserved that they cannot be made available and has demonstrated, by attaching the relevant explanations, that the reserved information constitutes a business secret, the platform's offer submission form contains a designated place for attaching the part of the offer constituting a business secret. 7. The Contractor, via platformazakupowa.pl, may withdraw the offer before the offer submission deadline. The method of withdrawing the offer is set out in the instruction available on the website at: https://platformazakupowa.pl/strona/instrukcje-wykonawca. 8. Each Contractor may submit only one offer. The submission of a greater number of offers or an offer containing alternative proposals will be rejected. 9. The prices of the offer must include all the costs that the Contractor must incur to implement the contract with the highest diligence as well as any discounts. 10. The documents and declarations submitted by the Contractor should be in the Polish language, unless otherwise permitted in the SWZ. In the event that documents drawn up in a language other than the permitted one are attached, the Contractor is obliged to attach a translation into Polish. 11. In accordance with the definition of an electronic document in Article 3(2) of the Act on the informatisation of the activities of entities performing public tasks, the marking of a file containing compressed data with a qualified electronic signature is equivalent to signing the original document, with the exception of copies certified accordingly by another Contractor applying jointly with it for the award of a contract, by the entity on whose capacities or situation the Contractor relies, or by the subcontractor. 12. The maximum size of a single file sent via dedicated forms for: submission, change, withdrawal of the offer is 150 MB, while in communication the file size is a maximum of 500 MB. 13. The maximum number of files sent via the dedicated form for submitting an offer is a maximum of 10 items. Opening of offers 1. The opening of offers takes place immediately after the expiry of the offer submission deadline, no later than the next day after the day on which the offer submission deadline expired, i.e. 26.08.2026 at 09:30. 2. If the opening of offers takes place using a teleinformatic system, in the event of a failure of this system, which results in the impossibility of opening the offers within the time limit specified by the Contracting Authority, the opening of the offers takes place immediately after the failure is removed. 3. The Contracting Authority will inform about the change of the offer opening date on the website of the conducted procedure. 4. The Contracting Authority, no later than before the opening of the offers, shall make available on the website of the conducted procedure information on the amount which it intends to allocate for the financing of the contract. 5.
