France – Road transport services – DÉLÉGATION DE SERVICE PUBLIC POUR L'EXPLOITATION DU RÉSEAU DE TRANSPORT PUBLIC TEMO

The present consultation concerns the delegation of the public service of the TEMO network. The TEMO mixed syndicate (Territoires et Mobilités Moselle Nord), the mobility organiser, covers the territory of 54 communes and has 210 000 inhabitants. The current TEMO transport network (formerly CITELINE) currently comprises 70 commercial lines (including 18 key lines, 3 shuttles, 2 Sunday lines, 31 complementary lines and 16 school lines), 22 on-demand transport (TAD) services known as TeMo'Flex Territoire, 3 TeMo'Flex Entreprise TAD services, 1 TeMo'Flex Gare TAD service, 1 TeMo'Flex Sunday TAD service, and a reduced mobility transport service known as Trans'PMR. The network represents 3 779 132 annual commercial km in 2025 for 3 863 188 trips in 2025, operated with 152 vehicles as of 31/12/2025 and 277 full-time equivalent (ETP) staff, including 201 drivers, for a turnover of 22.3 million euros in 2024. Commercial revenues amount to 3.2 million euros in 2024, including 2.575 million euros in pre-tax fare revenues (2024 data); in 2025, fare revenues will be 2 884 629 euros pre-tax. The investments are mainly made by the organising authority, which makes them available to the delegate. The TEMO mixed syndicate is conducting a High-Level Service Bus (BHNS) project called Citézen, covering 48.5 km, including 15.5 km of dedicated lanes, 26.5 km in phase 1 core network (Yutz-Thionville-Terville-Florange/Uckange-Hayange) and 22 km in phase 2 network extension. Phase 1 Core Network is to be implemented on 1 January 2029, and phase 2 is scheduled for 1 January 2031. The current contract expires on 31 December 2026. The future contract must anticipate and support the major evolution of the network that will be the arrival of the BHNS, and will therefore include the prefiguration of the BHNS. It will have a duration of three years, with an option to extend by one year. The investments will be made by TEMO. Two regional transport lines, Fluo 57 and Fluo 54, which have become internal to the territory of the TEMO mixed syndicate, will be integrated into the network on 31 August 2027 and 31 August 2029, respectively.
