Description

The Main-Kinzig district (MKK) is the largest district in Hesse, stretching from Maintal in the west, bordering Frankfurt, to approximately 100 kilometers further east to Sinntal. From north to south, the district extends over approximately 50 kilometers in length. In 2012, the Main-Kinzig district decided to independently advance the necessary construction of the fiber optic network to realize broadband internet. Based on the outcome of the market sounding, a feasibility study, the Next Generation Access amendment of the EU (NGA expansion) and the federal framework regulation on empty ducts, an independently driven expansion of the passive infrastructure was carried out. The project was implemented by the 100% district-owned company Breitband Main-Kinzig GmbH, which was founded on 03.05.2012. The company's purpose is the planning, creation, and leasing of communication networks for broadband internet supply. No active telecommunications services are offered by the company. Through the development of the Deutsche Telekom's cable distribution points from 2013 to mid-2015 via its subsidiary, Breitband Main-Kinzig GmbH, the MKK is well supplied with bandwidths of approximately 30 Mbit/s to 50 Mbit/s. From 2016 to early 2020, additional white spots (farms, hamlets, and all schools, town halls, and properties of the district) were expanded via FTTH (infill). Since 2022, approximately 150 municipal industrial areas in the Main-Kinzig district have been connected to fiber optic with the help of subsidies (Gigabit, FTTH to the building). At the beginning of 2021, it was decided that all buildings in the Main-Kinzig district should be connected with FTTH, provided that the buildings can be connected according to the funding guidelines (Gigabit; FTTH migration). The measure is based on the federal framework regulation of the Federal Republic of Germany for supporting the nationwide expansion of Gigabit networks in "grey areas" of 13.11.2020 (Gigabit guideline), the guideline "Funding for supporting the Gigabit expansion of telecommunications networks in the Federal Republic of Germany" of 26.04.2021 (funding guideline) including all ancillary provisions and the EU guidelines for the application of state aid rules in connection with the rapid broadband expansion (broadband guidelines) of 26.01.2013. Specifically, reference is already made to the material concept contained therein. In January 2022, a procurement procedure was carried out with the aim of commissioning various civil engineering companies as framework partners. To date, expansion volumes have been awarded to these framework partners, which must be completed by mid-2027. Furthermore, at the beginning of June 2025, additional general contractors were commissioned with further volumes for the FTTH expansion (construction services). As part of the funding projects "gap closure projects", Breitband Main-Kinzig GmbH is currently tendering for further civil engineering services, for which materials will also be provided. This provision is initially made from the remaining volumes of the existing framework contracts - provided that the material is still available from these framework contracts - and only then from this new tender. In addition, this tender also takes into account future contingents for maintenance, operation, and other extensions. A call-off of the newly commissioned contingents (this tender) will therefore only take place when the old contingents (existing framework contracts) have been fully called off with the current suppliers or old framework contracts have expired. For the necessary expansion of the passive infrastructure, seven (7) lots for the material deliveries of the NGA network are tendered with this tender: Lot No. 1: Designation: PE-HD pipe bundles and individual pipes n x 10/6 mm, 1 x 10/8 and n x 12/8 wound on drum, cable protection pipe PVC-U (rod material), accessories for PE-HD pipe bundles such as connectors, end caps, gas blockers and individual pull seals Lot No. 2: Designation: Outdoor cabinets for FTTH (NVt, SVt) Lot No. 3: Designation: Indoor termination boxes (APL) Lot No. 4: Designation: Building entry element for at least 2 small tubes 10mm outer diameter Lot No. 5: Designation: Cable shafts 140/80 (PII) Lot No. 6: Designation: Optical fiber cables (LWL) cables with 12, 48, 72 and 144 fibers Lot No. 7: Designation: Optical fiber splices for connecting main cables The aim of this tender is to commission qualified suppliers (hereinafter referred to as contractors) with the material delivery for the expansion of the Main-Kinzig district by means of FTTH. The delivery process and the materials to be delivered by the contractor according to the specification for the network shall be coordinated closely with Breitband Main-Kinzig GmbH. All materials offered by the bidder must comply with the federal material concept, provided that they are listed in the material concept: "Uniform material concept and specifications for the dimensioning of passive infrastructure within the framework of the subsidized broadband expansion". The respectively current version must also be used during the later deliveries. This is currently version 5.0.2 as of August 2024.
