Germany – Engineering services – Erweiterungsneubau Ganztagesbetreuung Sichelschule Balingen - Technische Gebäudeausrüstung, Anlagengruppe 1, 2, 3 und 8

Under the award procedure in accordance with the VgV, a suitable office is being sought for the planning of the technical building services, plant groups 1, 2, 3 and 8, for the implementation of the expansion and new construction of the Sichelschule in Balingen. The city of Balingen intends to fulfill the legal claim for full-day care for primary school students from the 2026/2027 school year, to erect a new building on the site of the listed Sichelschule, Behrstraße 28 in Balingen, which on the one hand covers the missing space requirement for the primary school and at the same time is used for the care of the primary school children as a full-day school. The placement of the new building, as a separate building to the east between the main building of the Sichelschule and the former teacher's residence and the adjoining Kindergarten Hermann-Berg, connects the existing building ensemble, closes the courtyard, uses the existing structures such as the canteen, to which it docks directly, and allows visual contact from the inside to the outdoor area / playground, which again simplifies the future care situation. In order to achieve the shortest possible routes and to ensure the connection to the existing infrastructure, a connection via a bridge on two levels has been provided, which at the same time creates a barrier-free access to the Sichelschule via the lift in the new building. Oriented towards the educational concept, as well as the design requirements and conditions of the location, a freestanding, partially basemented 4-storey new building plus attic has been designed, which, in its form and design, discreetly connects with the listed 100-year-old school, is oriented towards it and takes it into account. The design provides for a hybrid structure for the building, a mixture of reinforced concrete construction and timber construction, masonry, with extensive greening of the flat roof and the pitched roof is to be equipped with a PV system. The entire school campus is a listed monument. The school building and the teacher's residence are two separate listed monuments according to §2 DschG. The new building must be connected to the Sichelschule with a connecting bridge, taking this into account. The connection to the old building is to be coordinated in detail with the monument protection authority. In terms of construction, it must be reckoned and dealt with limited / cramped spaces for the construction site set-up. The construction site or the entire measure will take place during the ongoing adjacent kindergarten operation (KiGA Hermann-Berg) or ongoing school operation at the Sichelschule and care operation in the teacher's residence. The planning of the architectural services is carried out by the Building Department Balingen. External specialist offices will be commissioned for structural fire protection, building physics, building and room acoustics, energy consulting and geology and excavation. The service of the technical building services comprises two construction sections, which are invoiced separately. A: Planning of the TGA for the extension and new building including connecting bridge and heating centre B: Planning of the transfer station for the existing buildings of the school campus. The building application is to be submitted in April/May 2026. Planning documents will be made available for the 2nd phase. Two funding applications have already been submitted for the new building. A KfW funding is to be applied for in the course of the project. An energy "funding survey" and examination of a sensible funding concept in connection with the concept of the district heating network is part of the HLS planning service in coordination and cooperation with the energy consultant. According to the current status, the start of construction for the excavation is planned for autumn 2026 and the start of construction for the shell for spring 2027. Completion and settlement must be completed by the end of January 2029. If this deadline is not met and the funding mentioned below is lost, damages claims will be made by the cause of the delay. The planning should start directly after the order. Planning points HLS: KGR 420: The building temperature control is to be carried out via a heating system (sub-project A), which is sufficiently dimensioned to realise the connection of all existing buildings (see above) with the new building. The following buildings are to have transfer stations (sub-project B): Sichelschule, Sichelhalle (gymnasium), teacher's residence / media library / Kindergarten Hermann-Berg-Straße. For the supply of all buildings of the school campus, a district heating network is to be created. This includes the old building of the school including the gymnasium, the teacher's residence (which houses part of the care and part of the kindergarten on the ground floor and 4 apartments on the upper floors and attic), the Kindergarten Hermann-Berg and the new building relating to the task as an extension of the Sichelschule for primary school and full-day care. KGR 430: A ventilation system adapted to the requirements of the school and full-day care with heat recovery is to be planned and implemented. Possible funding should be examined. At present, approximately 6.9 million EUR gross (of which approximately 380,000 EUR for the structural space extension of the partial measure B) is estimated for cost group 300. The costs of the KGR 400 are composed as follows: KGR 410: 330,000 EUR gross KGR 420: Sub-project A: 910,000 EUR gross; Sub-project B: 460,000 EUR gross KGR 430: 300,000 EUR gross KGR 480: 150,000 EUR gross The total gross floor area is approximately 1,560 m² (UG: 340 m², EG: 420 m², 1st floor: 300 m², 2nd floor: 290 m², attic: 205 m²). The total gross volume is 7,450 m³.
