It is specified that the deadline for the submission of tenders is 04/05/2026 at 10:00 (Paris time). Those listed in section 5.1.10 are in UTC format. This is a Defence and Security Contract. The framework agreement aims to supply nano, micro and mini drones, as well as to carry out the associated services. The drones must have a weight of less than 150 kilograms. They can be used for short-range reconnaissance operations (less than 50km), logistics or delivery operations with a payload capacity of up to 20 kilograms. The main services to be carried out include: - The supply of ready-to-use drone systems; - The supply of spare parts; - Documentary supplies in digital format; - Training services. The estimated amount listed in section 2.1.3 corresponds to an overall estimate for the framework agreement project, without any commitment on the part of the State. In addition to section 5.1.11: This is a multi-attribute framework agreement with subsequent contracts. Candidates must specify whether they are applying individually or as part of a group. It is prohibited for candidates to submit multiple applications by acting simultaneously: 1. as individual candidates and as members of one or more groups; 2. as members of several groups. The form of the group is not imposed. However, if the candidate presents itself as a joint venture, the mandate holder will be jointly and severally liable for the performance of the contract, for each of the members of the group for their contractual obligations vis-à-vis the buyer. The composition of the groups may be modified, and it is possible to form new ones between the submission of applications and the submission of initial tenders if all the members of the new group, presented at the tender stage, have been authorized at the application stage to submit a tender or to participate, at least as an accepted subcontractor in the application phase. The newly formed group must meet the requirements relating to the capacities of the candidates. In addition, the provisions of Articles R2142-23 and R2342-14 of the CCP apply. Signature of documents: Documents contained in the application file requiring a signature must be signed by a person authorized to commit the company (with indication of the name, first name, position of the signatory, and with the company stamp). If the signatory of the documents does not appear in the public information via the SIREN number or the equivalent document for candidates established abroad, any document attesting to the signatory's capacity to commit the company must be provided. As regards electronic files, a signed zip does not constitute a signature of the documents it contains. Each document for which a signature is required must be signed electronically and separately by a person authorized to commit the company (cf. ''Modalities of transmission of tenders referred to in section 2.1.4). A scanned handwritten signature cannot replace the electronic signature. All members of the group must opt for the electronic signature format. The provision of all the elements/documents listed in sections 2.1.6 and 5.1.7 is essential, on pain of rejection of the economic operator's application. If a candidate or a group participates in all the lots, it will submit only one application file providing the technical elements expected for each of the lots. Documents submitted in support of applications in a language other than French must be accompanied by a French translation. Only the French version is authentic. In accordance with Article R 2342-7 of the Public Procurement Code, this procedure is not open to economic operators from third countries to the European Union or the European Economic Area.
