Due to the demographic, social, economic and infrastructural developments of recent years and decades, the city of Wächtersbach, like other municipalities, faces significant challenges for urban development. The goal of the city of Wächtersbach is to counteract these developments. To this end, the inner city and the historic town centre are to be developed into a sustainable and resilient urban structure, thereby balancing social disadvantages, protecting the environment, improving economic opportunities, and enhancing the living, housing and working conditions of citizens ("Project"). To finance this goal, the city of Wächtersbach applied on 01.07.2025 for inclusion in the urban development funding programme "Growth and Sustainable Renewal" according to Section 6.2 of the Hessian Directive for the Promotion of Sustainable Urban Development ("RiLiSE") as of 24.11.2025. By decision of 13.11.2025, the Hessian Ministry for Economic Affairs, Energy, Transport, Housing and Rural Development included the city of Wächtersbach in the urban development funding programme. This allows the city of Wächtersbach to receive grants for the implementation of individual urban development measures until 2035, which promote a future-proof, sustainable and resilient urban development of the existing urban structure with a historic inner city to improve the living, housing and working conditions of citizens. With the grants from the urban development funding programme "Growth and Sustainable Renewal", urban development projects with the objectives of mobility, housing, climate adaptation and improving quality of life are to be implemented. According to the funding application of 01.07.2025, this includes, for example, a sustainable, multimodal transport infrastructure with a focus on public transport, the development of cycling and pedestrian traffic, the strengthening of climate resilience through measures against extreme weather conditions, and modernisation measures to create a broader range of housing options in the inner city. To implement the requirements of the urban development funding programme "Growth and Sustainable Renewal" and individual urban development measures, the city of Wächtersbach needs corresponding consulting, planning and support services. The subject of the procedure is the award of a contract for services to accompany urban development according to the urban development funding programme "Growth and Sustainable Renewal". The contract includes, in a first phase, the necessary planning, consulting, communication and support services for the preparation of an integrated urban development concept ("ISEK") in accordance with Section 6.3 of the RiLiSE. The ISEK must contain the objectives, strategies and individual measures as well as a deadline for the implementation of all individual measures intended therein and must be submitted to the Hessian Ministry for Economic Affairs, Energy, Transport, Housing and Rural Development by the end of 2026 at the latest. The ISEK thus represents a first, preparatory phase for the identification of individual measures, which are to be implemented in a second phase. The contract therefore also includes, in a second phase, the necessary planning, consulting, communication and support services for the implementation of the individual measures intended according to the ISEK, in particular the preparation of the annual funding applications for the financing of the individual measures and the acquisition of further funds from other funding programmes. In this context, basic services and special services in phases 1 (basic assessment) and 2 (preliminary planning) of the service schedules for building services, open spaces and transport facilities may also be provided. Planning services from phase 3 of the HOAI 2021 are not the subject of the contract. The services to be provided in the second phase are only to be provided if the client orders them separately after completion of the first phase. The contract has a duration of ten years, subject to the call-off of the services of the second phase. The client reserves the right to extend the contract twice for two and a half years each.
