VDV eTicket Service (VDV-ETS) is responsible for the German public transport standard "eTicket Deutschland". This provides the technical and organisational platform for the operation of interoperable electronic ticketing in public transport in Germany. In addition to creating and issuing the technical standard, establishing organisational rules for participants, and checking the components used, VDV-ETS also operates central infrastructures for the transport companies and associations participating in eTicket-Deutschland. As part of the transition to the new version of the standard "etiCORE" from 2027, a tenant-capable Product Owner System (MPS) is to be developed and operated. The system supports organisations that, in nationwide electronic passenger management and ticketing, assume the role of the Product Owner. Product Owner Systems will be referred to as "Product Owner Systems" with the transition to etiCORE. The subject of the project is both the technical implementation and the permanent operation of the system. The MPS is based on the etiCORE specification, which describes a uniform and interoperable framework for electronic passenger management and ticketing, including defined processes and standardised data formats. The project is designed for the long term. The MPS serves the central collection, monitoring and expert evaluation of product-related data and processes across multiple entitled parties (according to § 3 of the MPS Framework Agreement). The core function is rule-based monitoring to identify anomalies and potential breaches of the rules. In addition, the system provides comprehensive insight and evaluation options for travel authorisations, status information, transactions and control data and supports the operational implementation of expert measures by the structured forwarding of relevant information to connected third parties. The aim of the project is to provide a scalable and nationwide usable Product Owner System that meets the requirements of the etiCORE specification and can be integrated into existing system landscapes.
