The subject of the tender is the provision of engineering and consulting services for the creation of Repair Preparedness Plans (RPP) for the cable systems of the HGÜ projects SuedLink and SuedOstLink within the remit of the contracting authority. The services will be divided into two lots. Lot 1: Creation of Repair Preparedness Plans for the cable repair of the HGÜ project SuedLink The services relate to route corridors in the north and centre of Germany, with a focus on Schleswig-Holstein and Niedersachsen. The route runs from the grid interconnection points at Brunsbüttel and Wilster to the Hildesheim area. Lot 2: Creation of Repair Preparedness Plans for the cable repair of the HGÜ project SuedOstLink The services relate to route corridors in the Free State of Bavaria. The route runs from the areas of Hof and Bayreuth to the grid interconnection point Isar near Landshut. The services include, in particular for both lots: - structured recording, analysis and preparation of technical, geographical and organisational data of the cable infrastructure - development and evaluation of damage scenarios - creation of process, action and coordination plans to prepare for repair operations - creation of technical reports and planning-relevant documents - creation of CAD and GIS-based representations - setup and structuring of a digital document and data management system The objective of the service is the systematic preparation of repair measures for the operation of the systems in order to enable rapid and efficient rectification in the event of a fault and to minimise downtimes. The provision of services will be predominantly remote and supplemented by project-specific coordination and individual on-site appointments in the respective project area. *** For consortia/joint ventures/consortia, the information listed under "Participation" must be submitted by all members of the consortium/joint venture/consortium. The consortium leader must be clearly identified. *** The contracting authority is entitled to transfer all rights and obligations of the contract to a project company (Special Purpose Vehicle/NewCo), regardless of whether third parties have already participated in this project company as shareholders or will only do so after a possible transfer of this contract. *** Exact details of the deadlines for lodging legal remedies: Tenderers must raise objections to breaches of procurement regulations in accordance with the provisions of § 160 para. 3 GWB. A review application is inadmissible under § 160 para. 3 GWB if 1. the applicant has identified the breach of procurement regulations alleged before submitting the review application and has not raised it with the contracting authority within a period of ten calendar days; the deadline under § 134 para. 2 GWB remains unaffected, 2. breaches of procurement regulations that are apparent from the notice are not raised with the contracting authority no later than the deadline for submission of the notice or for submission of the tender, 3. breaches of procurement regulations that are only apparent from the procurement documents are not raised with the contracting authority no later than the deadline for submission of the notice or for submission of the tender, 4. more than 15 calendar days have elapsed since the contracting authority notified that it does not intend to remedy an objection. *** The award of the contract is subject to the change of the legal and/or regulatory framework, rules and regulations in force at the time of the publication of this notice. *** The contracting authority is entitled to terminate the procurement procedure at any time in accordance with § 57 SektVO. The deadline of §160 para. 3 no. 4 GWB is expressly referred to. *** The estimated maximum value of the framework agreement is a total of EUR 4,500,000.00 and is distributed among the individual lots as follows: – Lot 1: EUR 2,000,000.00 – Lot 2: EUR 2,500,000.00 The values stated are in each case non-binding estimates and maximum values, which serve exclusively for the procurement law classification of the contract volume, taking into account all options and possible scenarios. They do not constitute guaranteed call-off quantities and do not give rise to any claim against the contracting authority for an order of corresponding magnitude. The pricing must be determined by the bidders on the basis of the specific service requirements, independently of these indications.
