Description

Maintenance Area 1 (Uusimaa) track and safety equipment maintenance will be implemented as a service alliance. The alliance consists of the contracting authorities, the track superstructure maintainer, and the track safety equipment maintainer. The contracting authority simultaneously initiates its own procurement for the track superstructure maintainer for Maintenance Area 1. This procurement targets the maintenance of safety equipment for the service alliance. The service alliance agreement includes a development phase from 1.8.2026 – 31.3.2027. Maintenance Area 1 covers approximately 300 km of track, predominantly double track, with approximately 1100 switches, 370 sleepers, and 46.5 km of rock cuts, as well as approximately 450 bridges, of which approximately 380 are part of the main rail network. Maintenance Area 1 also includes the Espoo, Malminkartano, Kivistö, Lentoasema, and Savio, Labbacka and Vuorela (Riihimäki triangle) tunnels. The total length of the tunnels is approximately 23.3 km. Maintenance Area 1 includes the following track sections: 1101: Helsinki - (Pasila) 1102: (Pasila) - (Riihimäki) 1103: (Riihimäki) - (Lahti) 1104: (Pasila) - Kirkkonummi 1105: (Huopalahti) - Vantaankoski - (Havukoski) 1106: (Kerava) - Sköldvik/Porvoo ((Olli)-Porvoo leased out; not included in the contract at the start date) 1107: (Kytömaa) - (Hakosilta) 1108: Vuosaari - (Kerava) 1109: Ilmala yard 1110: Pasila yard 1111: Riihimäki yard 1112: Lahti yard. The maintenance of safety equipment includes, among other things, maintenance, repair, and remedial actions required for railway safety equipment. These devices include, among others, interlocking systems, warning systems, track vacancy detection systems, external equipment (signals, switches, etc.) and power supply systems. The preliminary distribution of maintenance tasks between the superstructure and safety equipment is detailed in Annex 4 Maintenance Task List of the preliminary tender documents' technical documents.
