Norway – Network equipment – Dynamic purchasing system for supplementary procurements, assistance and consultancy services for network systems and equipment.
Description
Background The contracting authority needs to establish a dynamic purchasing system (DPS) for supplementary procurements, assistance and consultancy of network systems and equipment. The need is for the replacement of older equipment and continual procurements for the existing network platform. The network infrastructure supports mission critical functions. Therefore it is necessary to ensure stable access to compatible equipment over time, as well as facilitate high security of delivery, quick handling at errors and robust supply chains. A DPS gives the contracting authority flexibility for varying purchasing needs and at the same time an option for an efficient competition for the individual procurements within the scheme. The scheme shall contribute to the continuation of a standardised network platform with systems that can be integrated easily, administered efficiently and support centralised operation, monitoring and logging. Description of the delivery The scheme includes the establishment of a dynamic purchasing system (DPS) for supplementary procurements, assistance and advice for network systems and equipment with the accompanying licences, software subscriptions, support and manufacturer guarantee. The DPS shall cover the contracting authority ́s ongoing need for compatible equipment for the existing network platform. Procurements under the dynamic purchasing system will include equipment within the following categories: Computer centre equipment for SDN core Gateway, routers and aggregation Branch routes, distribution and access switches WiFi Firewall and Security Components Assistance and advice. The delivery can also include spare parts, simple replacement services in the event of errors, documentation, marking, assembly in rack and physical installation. Broad product coverage and high compatibility with the current network platform are requested, so that management, configuration and operation can be carried out equally across the environments as far as possible. Call-offs may require compatibility with the contracting authority ́s technical platform, as stated in Annex 1 - Technical Platform. The scheme shall allow for predictable access to relevant and compatible models, a quick response with errors or capacity needs, as well as supporting safe and stable operation of the contracting authority ́s network infrastructure.
