Belgium – Medical specialist services – voor gespecialiseerde bijstand aan het Directoraat-Generaal Luchtvaart bij toepassing van de Europese regelgeving EC 1178 /2011, 805/2011, 2015/340 met betrekking tot de medische geschiktheid van piloten, luchtverkeersleiders en cabinepersoneel voor rekening van de Federale Overheidsdienst Mobiliteit en Vervoer

The present contract concerns specialised assistance to the Directorate-General for Air Transport and more particularly to the medical expertise service for the Federal Public Service Mobility and Transport in relation to the application of European regulation concerning the medical fitness of pilots, air traffic controllers and cabin crew, and more specifically:

- European regulation EC 1178/2011, which, among other things, sets out the conditions for the issuance of certificates for assessing doctors, as well as the issuance of medical certificates for pilots and medical reports for cabin crew;

- European regulations EC 805/2011 and 2015/340, which set out the conditions for the issuance of certificates for assessing doctors, as well as the issuance of medical certificates for air traffic controllers;

- Royal Decree of 12 July 2013 organising the verification of the physical and mental fitness conditions of flight and cabin crew members of civil aircraft, as well as air traffic controllers;

- Royal Decree of 25 October 2013 setting the annual fees for the use of public services relating to air navigation.

In this context, the Directorate-General for Air Transport aims to conclude a public contract with 2 medical experts who will be responsible for:

- the evaluation of medical files;

- decisions in the context of files submitted to the appeals commission (secondary review);

- the approval of AeMC’s and AME’s;

- the supervision of AeMC’s and AME’s.

The contracting authority chooses the open procedure. The contract does not include lots. It is a price list contract (A.R. 18 April 2017, art. 2, 4°). Variants are not allowed. Options are not allowed.
