Due to the adjacent commercial presence, the centre serves an important local supply function for the neighbourhood. The Osterfeld Market Square, Gildenstraße, and Wappenplatz form the central public spaces within the central area. So far, the image is characterised by dominant road and parking surfaces as well as a low proportion of green spaces. The resulting low quality of stay is further reinforced by uninviting outdoor furniture. Currently, the public spaces do not meet the requirements for an attractive neighbourhood centre that invites people to shop, meet and exchange, and provides the necessary space for events and celebrations. The planning area can be divided into three sub-areas: the Osterfeld Market Square, the Gildenstraße pedestrian zone, and the Wappenplatz with the adjacent drivable area of the Gildenstraße. Each sub-area fulfils different functions and has different designs. There are also different restrictions and goals to be considered in the planning. The street section has a total length of approximately 210 m and an area including the square areas of about 1.0 ha. The market square, together with the adjacent road space, marks the northern start of the competition area. The square is used as a parking area and is only temporarily closed on one side for market use. The Gildenstraße is designated as a pedestrian zone in the section between the Osterfeld Market Square and the Wappenplatz. Adjacent commercial and gastronomic uses animate and activate the public space. The Wappenplatz is a triangular square surrounded on two sides by traffic areas formed by Kirchstraße and Gildenstraße. To the south, there is a direct connection to the Oberhausen Osterfeld Süd station, so the southern competition area also takes on an important introductory function. For the redesign of the Osterfeld Centre, the City of Oberhausen has net construction costs for cost group 500 in the amount of 3.5 million EUR at its disposal. The City of Oberhausen plans the open-space design of the Osterfeld Centre. For these measures, the City of Oberhausen will launch a non-open, open-space planning implementation competition according to RPW 2013 with a preceding application procedure. The competition is aimed at applicants or applicant consortia who cover the field of landscape architecture. 15 offices will be determined in this preceding application procedure. It is intended to commission the 1st prize winner directly after the jury decision to transform the cost framework into a cost estimate according to DIN 276, 2nd level of classification, in order to meet the requirements of the funding agency when applying for the funding application. This service will be remunerated with an amount of 500 EUR and must be provided within a period of 14 days after delivery of the jury protocol. The contracting authority will, taking into account the recommendations of the jury and subject to the actually available sum of urban development funding and the approval of the political bodies, initiate the negotiation procedure with the first prize winner/first prize winner, - unless there is an important reason against an order, - as far and as soon as the task underlying the competition is to be realised. It is planned to award the services in phases. The award of the planning services will be made up to and including performance phase 5 of the scope of services for open spaces according to § 39 HOAI according to the fee zone IV average. In the further course of the planning, due to the complex traffic relationships, traffic planning support is also planned to ensure the technical implementation of the winning design. In the event of further processing, the services already provided by the competition (preliminary planning) will not be remunerated again up to the amount of the prize awarded, if and to the extent that the competition design is used as the basis for further processing in its essential parts without substantial change. If only partial areas are processed, an allocation will be made in an appropriate ratio. Participation in the competition procedure is associated with the obligation to provide the above-mentioned services in the event of an order.
