France – Urban areas mapping services – Prestations de cartographies mises à jour et créations de plan des réseaux de transport RTM

This consultation aims to award a framework agreement, through a negotiated procedure, in accordance with Articles L 2124-3, R 2124-4 and R 2161-21 to R2161-23 of the Public Procurement Code, for updated mapping services and creation of transport network RTM plans. 2/ The services involve updating, creating plans across the entire RTM network, and supplying files for their integration into various communication media. 3/ The services, described in the Technical Specifications Document (C.C.T.P) No. 2025044GF, are to be executed in accordance with the provisions of the latter. 4/ This is a framework agreement within the meaning of Articles L2125-1.1 and R2162-1 and following of the Public Procurement Code. 5/ This procedure is a single-award framework agreement. It is executed by issuing purchase orders, without negotiation or prior re-tendering, for the services described in the contractual documents (services on purchase orders without negotiation under the conditions set by Articles R2162-2, R21621-3 and R21621-4 of the Code). 6/ Pursuant to Article R. 2162-4 of the Code, the framework agreement has no minimum commitment amount. It is concluded with the maximum commitment amount, for the first period of (1) one year, namely: 2,000,000 Euros VAT Excl. For the renewal periods, namely (1) one year for each renewal, the framework agreement is concluded with no minimum commitment amount. The framework agreement is concluded with the maximum commitment amount, namely: 2,000,000 Euros VAT Excl. 7/ The public contract to be awarded is a contract for intellectual services. It refers to the General Administrative Provisions applicable to public contracts for intellectual services (CCAG/PI) approved by the Order of 30 March 2021. 8/ The services subject to this framework agreement are remunerated by applying unit prices to the quantities actually performed. 9/ The duration of the framework agreement is set at (1) one year firm from the date of notification. It is renewable 3 times tacitly, unless RTM's written decision to the contrary, communicated with a 3-month notice before the expiry date, by registered letter with proof of receipt. Each renewal has a firm duration of (1) one year, i.e. a maximum potential duration of 4 years. Pursuant to Article R. 2112-4 of the Code, the holder of the framework agreement may not refuse the renewal. 10/ At the stage of applications, the documents transmitted with the Public Contract Notice (PCN) are listed in the "Application Phase" Consultation Rules, attached as an annex to the PCN. 11/ Candidates must submit their application (and their offer in the subsequent phase) in a dematerialised manner via the website www.achatpublic.com. 12/ The Tender Documents (DCE) containing all the consultation documents will be provided in the subsequent phase to candidates admitted to submit an offer via the website www.achatpublic.com, which will provide them with the download modalities.
