Description

**OBJECTIVE:** procurement of a diving vehicle. The main objective of this vehicle is not only the transport of personnel, but also to provide an operational base that enables a quick, safe and expert deployment of diving teams in life-threatening situations. The added value of a diving vehicle within our zone focuses on four key pillars:

**Time-saving in life-saving actions:** Thanks to the specific layout, such as a diving chair, divers can fully prepare themselves during the journey to the incident. Every second counts when rescuing drowning victims from submerged vehicles or in water accidents.

**Logistical autonomy on site:** The vehicle serves as a compact warehouse with all essential means, such as diving sets, communication systems for underwater contact, signal lines, stretchers for a victim.

**Safety and command:** The vehicle provides a central location from which the diving team leader can coordinate the intervention, monitor the safety of the divers in the water, and maintain communication with other disciplines (such as the OPS, ambulance or police).

**Support for water accident specialisation:** In addition to rescues, the vehicle is deployed for technical assistance underwater, such as the recovery of vehicles or objects and supporting police investigations into missing persons.

In short: the diving vehicle is the beating heart of our water-related emergency services, essential to fulfil our mission—to protect humans and animals in threatening circumstances—even below the water surface.

**POST 1:** Delivery of vehicle

**POST 2:** Basic conversion with separate components such as priority layout, electricity, walls/floors, layout of divers' compartment, adaptation of driver's cabin

**POST 3:** Layout of material compartment according to the layout as described in the specifications of Fire Zone Centre

The total duration of the framework agreement is four years with a possible two annual extensions of one year.

**Cancellation** Notwithstanding the provisions of articles 47, § 2, 1°, 61 and 62 of the Royal Decree of 14 January 2013, the contracting authority reserves the right to cancel the framework agreement in whole or in part annually at the end of the current calendar year, provided that a notice of three (3) months is given by registered letter to the beneficiary. These conditions also apply in favour of the contractor. Notwithstanding the application of ex officio measures, the order may be stopped at any time by the ordering party without granting a cancellation fee to the contractor in the event of 3 written serious complaints within a time span of 12 months. Serious complaints can be: - non-delivery in accordance with the quality and the modalities offered in the tender. This list is not exhaustive. All conditions under which the framework contractor will carry out the orders, such as delivery times, method of delivery, penalties, payment and the like, are laid down in the framework agreement. After the conclusion of a framework agreement, further orders can be placed under the application of the conditions laid down in the framework agreement.

Fire Zone Centre acts as a purchasing centre for the following entities, which are potential beneficiaries of the above-mentioned order for services: - Fire Zone Fluvia - Brussels Capital Service for Fire and Emergency Medical Aid - Fire Zone Rivierenland - Fire Zone Flemish Ardennes - Fire Zone Kempen

In the event of a case, the orders will be placed directly by this beneficiary with the contractor. These orders are only possible with prior written or electronic approval from Fire Zone Centre. In addition, the contractor must inform the leading official of Fire Zone Centre in writing or electronically of all orders on this contract by other beneficiaries/authorities and provide him with a copy of all order documents. Once the other beneficiary has placed an order, that beneficiary is also responsible for the leadership and supervision of the order and the general follow-up of the order and further application of the specifications and the general execution rules. The (delivery) and invoicing also takes place directly to the other beneficiary. The necessary data will be communicated to the supplier in due course. Fire Zone Centre is in no way liable for the content and handling of the orders of the other beneficiaries. The contractor also undertakes to allow the other participants of the order to benefit from the conditions and provisions of this order. The conclusion of an agreement on the basis of the above specifications does not give the supplier an exclusive right. Fire Zone Centre or the potential beneficiaries can have identical or analogous services as described in the above specifications performed by other contractors during the validity period of the contract services. The contractor cannot claim any compensation for this reason. This order comprises one lot.
