Description

1/ The present public contract concerns transport and fund recognition services and related services for the Régie des Transports Métropolitains. 2/ The present public contract is awarded through a negotiated procedure, in accordance with Articles L2124-3, R2124-4 and R2161-21 to R2161-23 of the Code. 3/ This is a framework agreement as defined in Articles L2125-1.1° and R2162-2 and following of the Code. 4/ The framework agreement is concluded with a single economic operator and executed: - partly through the issuance of purchase orders, for the services described in the contractual documents (under the conditions set out in Articles R2162-13 and R2162-14 of the Code); - and partly through the conclusion of subsequent contracts for needs for which not all contractual stipulations are set out in the framework agreement documents (in accordance with Articles R2162-7, R2162-11 and R2162-12 of the Code). 5/ Pursuant to Article R2162-4 of the Code, the public contract is concluded without a minimum commitment amount and with a maximum commitment amount over its initial duration (2 years), namely: 3,500,000 Euros excl. VAT. For each renewal period, the maximum commitment amount is 1,750,000 Euros excl. VAT. 6/ The present framework agreement is a services contract. It refers to the General Administrative Provisions Applicable to Public Contracts for Supplies and Services (CCAG/FCS), approved by the order of 30 March 2021. This general document, presumed to be known by businesses, is not provided in the present file. 7/ The initial duration of the framework agreement is two (2) years from its notification date. It may be renewed tacitly four times, unless the RTM decides otherwise in writing, communicated with a 3-month notice before the expiry date, by registered letter with recorded delivery. Each renewal has a duration of one (1) year, for a potential maximum total duration of six (6) years. 8/ At the tendering stage, the documents transmitted with the Public Procurement Notice (AAPC) are in the "Tendering Phase" Consultation Regulations, attached as an annex to the AAPC. Candidates must submit their application (and their offer in the subsequent phase) electronically via the site www.achatpublic.com. In the subsequent phase, the RTM will make the complete Consultation File for Businesses (DCE) available to candidates admitted to submit an offer, via the site www.achatpublic.com, which will provide them with the download modalities.
