Germany – Construction project management services – Technische Beratungsleistung für die Realisierung von Bundeswehrunterkünften - VOEK 310-25

Due to the increasing construction needs of the Bundeswehr (Bw) and the associated prioritisation of construction tasks, the overall project of the Bundeswehr construction programme "Accommodation" (BwBauProgU) comprises 74 individual accommodation buildings on 31 properties, which are to be constructed as quickly as possible within the period from 2026 to 2031. An accommodation building includes, among other things, individual accommodations, consisting of a living/work/sleeping area, a sanitary area and further areas. With this goal, the BMVg has commissioned the BImA as the property owner of the Bw properties to implement the project in-house according to the guidelines for the execution of federal construction tasks (RBBau). Eight properties have been removed from the overall package; the services required for this will be awarded separately. The remaining 23 properties have been divided into a further five lots. In a first step, one to five general contractors will be commissioned for these properties to clear the construction site as a preparatory measure before construction. Extensive preparatory measures for site clearance (including unexploded ordnance/remediation and tree-felling measures), media supply and nature conservation measures may be required in part. Subsequently, the construction of the buildings will be realised on all properties by one to five further general contractors. The one to five general contractor lots for site clearance and the one to five general contractor lots for construction will be combined into four lots for the consulting services to be provided in the present invitation to tender. Technical Consulting Lots 1 to 3 each include both the support of a general contractor for site clearance and the support of a general contractor for construction. Due to the combination of the five general contractor lots into four technical consulting lots, Lot 4 of the present invitation to tender can include both the support of one or two general contractors for site clearance and the support of one or two general contractors for construction. Lot 1 includes 6 properties and 18 accommodation buildings. Lot 2 includes 7 properties and 16 accommodation buildings. Lot 3 includes 5 properties and 17 accommodation buildings. Lot 4 includes 5 properties and 6 accommodation buildings. The task of the technical consultant is the planning and construction controlling incl. ecological construction supervision as well as the acceptance and commissioning management of the described one to five general contractors for site clearance, environment and media as well as the one to five general contractors for the construction of turnkey, multi-storey residential buildings as Bundeswehr accommodations in serial and modular construction as well as open spaces. Details of the subject matter of the contract can be found in the attached, as yet draft, specification. Changes to the specification in the further course of the procedure are expressly reserved. In the tendering phase, the submission of a cross-lot discount is to be enabled.
