Description

The subject of the contract is the supply, installation and commissioning of an audiovisual system in the Conference Room 2.S2.D2 (a room of approximately 360 m², 30×12 m, with the possibility of division into three parts by movable walls) and in the technical room 2.S2.6 in the EC1 East building (building S2). The contractor is specifically obliged to: 1) prepare and agree with the Purchaser the pre-implementation arrangements 2) supply, install and commission all elements of the AV System, 3) carry out accompanying installation works (cable runs, ducts, completion of works), 4) dismantle the existing rack cabinet, tidy up the cabling, install a new cabinet, and install equipment; 5) install acoustic devices, 6) integrate the AV system with the lighting system, 7) configure, program and commission the control system, 8) supply licenses and commission the CMS system to operate the digital signage display system, 9) prepare post-construction documentation, 10) conduct training for the Purchaser's staff, in the scope described in detail in the OPZ. 11) integrate new systems with the existing infrastructure in accordance with the OPZ, 12) provide warranty and maintenance services for the subject of the contract, in the scope described in detail in the OPZ and PPU. The contractor will be obliged to ensure full interoperability and compatibility of the supplied AV System with the infrastructure owned by the Purchaser, including the Microsoft 365 lease (Teams Rooms license on the Purchaser's side), with the DALI lighting system and with the WiFi access points provided by the Purchaser, to the extent necessary for the proper functioning of all conference room work configurations. The Purchaser requires that the equipment, devices and other used elements of equipment or installation/mounting accessories be identical and in a uniform configuration in the given assortment type, i.e. the contractor may not offer mixed solutions in the given assortment type - these products must come from one manufacturer. In terms of the Software supplied as part of the subject contract, the Contractor is obliged to purchase and transfer or grant the Purchaser a license or sublicense on terms specified by the manufacturer, no less favorable than required in the OPZ, whereby licenses for the control system and the CMS system for operating the digital signage display system are granted for an indefinite period. The detailed description of the subject of the contract, the description of the Purchaser's requirements in terms of implementation and acceptance are: 1) description of the subject of the contract (also "OPZ") – Annex 1 to SWZ, 2) draft contractual provisions (also "PPU") – Annex 2 to SWZ. 2. All the requirements specified in the documents indicated above constitute minimum requirements, and their fulfillment is mandatory. Failure to meet the above minimum requirements will result in the rejection of the offer as non-compliant with the terms of the contract pursuant to Article 226(1)(5) of the Pzp. 3. The Purchaser requires that: 1) Equipment/Devices be factory new, unused, technically sound, safe, complete, and ready for work 2) All elements of the AV system offered under this contract must be covered by the manufacturer's support from the date of signing the final protocol of contract execution for the implementation of the subject of the contract, at least until the expiry of the warranty period for the entire subject of the contract. By manufacturer's support, the Purchaser understands the services provided by the manufacturer of the given element of the AV system (or a subject authorized by it) within which the Contractor, for the entire period of its validity, will be able to retrieve and install all security patches (fixes) as well as software updates (including system software/firmware) for the elements of the AV system covered by it. 3) Equipment/Devices must have complete cabling necessary for proper operation; 4) The supplied software was software in the version current on the date of signing the final protocol. 4. The Purchaser requires that the subject of the contract and the manner of its implementation be in accordance with the "do no significant harm" principle (DNSH). 5. The Purchaser does not allow the participation of Contractors conducting business activities and having their seat or place of residence in third countries not belonging to the Member States of the European Union or to the countries being parties to the WTO GPA or other international agreements guaranteeing mutual and equal access to the market of public contracts. The ban also covers joint bidding for the award of the contract with such Contractors, relying on the resources of entities from these countries, entrusting the execution of part of the contract to subcontractors from these countries and further subcontracting to them. 6. The Purchaser informs that it does not use the right referred to in Article 16b(2) of the Pzp, consisting in specifying less favorable terms of the contract for supplies or services from third countries not being parties to the international agreements referred to in point 5. 7. The Purchaser indicates that the right to use certificates issued on the basis of the Certification Act provided for in this SWZ is available "exclusively to the contractor who conducts business activities and has its seat or place of residence in the European Union or a country that is a party to the Government Procurement Agreement of the World Trade Organization or to the parties of other international agreements guaranteeing access to the market of public contracts on the basis of reciprocity and equality, of which the European Union is a party."
