Description

The procedure is conducted under Section VI of the Act of 11 September 2019 – Public Procurement Law (Journal of Laws of 2024, item 1320, as amended) – as a procedure for awarding a public contract in the fields of defence and security – in the restricted procedure (in accordance with Article 410(1) of the cited Act). The subject of the main contract is the modernisation and provision of the WAN SG network service for the organisational units of the Border Guard specified in the Contract Subject Description. Within the WAN SG network, the Buyer requires: - provision of the WAN service in MPLS technology in approx. 190 locations distributed throughout the country through the implementation of two symmetrical access links (main and backup) to each location (3 nodes are located outside the borders of the Republic of Poland, but at a short distance from the border); - activation of three access links to the Internet network, one in each of the three dispersed locations in the Republic of Poland; - connection of the main three locations of the WAN SG network using data transmission based on a dedicated optical channel; - acceptance of reports regarding WAN SG network failures through a dedicated portal accessible via the website or the call centre. Within the optional contract, the Buyer will have the right to make changes to the WAN SG network, such as, for example: 1) Activation of a new WAN SG network node; 2) Activation of a temporary WAN SG network node; 3) Relocation of a WAN SG network node; 4) Increase in the bandwidth of the main link, 5) Increase in the bandwidth of the backup link, 6) Change in the classification of the WAN SG network node; 7) Change in the method of implementing the backup link (change of transmission medium) in the indicated location. Changes to the WAN SG network may be implemented within the scope of the option right. The contract subject to the option right will not exceed 40% of the number of nodes indicated in the List of WAN SG Network Locations specified in the OPZ and 30% of the value of the main contract. The contract implementation period is 48 months, including 12 months for service activation. The Buyer may invalidate the subject procedure if the public funds that the Buyer intended to allocate for the financing of the whole or part of the contract are not granted to the Buyer, and the possibility of invalidating the procedure on this basis has been provided for in the contract notice (Article 257 of the Pzp Act) I inform you that, pursuant to Article 24(1) and Article 33 of the Act of 14 June 2024 on the protection of whistleblowers (Journal of Laws, item 928), the Chief Command of the Border Guard has introduced the "Internal procedure for reporting breaches of law and taking follow-up actions in the Chief Command of the Border Guard" and the "Procedure for accepting external reports and taking follow-up actions in the Chief Command of the Border Guard".
