France – Architectural and related services – OPERATION DE CONSTRUCTION DE 55 LGTS ENVIRON ET D'UN ETABLISSEMENT PUBLIC D'ACTION SOCIALE - ZAC EMPALOT LOT TR7

The details of the missions entrusted to the contractor are set out in the tender specifications. The services are paid for by lump-sum prices. New construction project of approximately 55 social housing units and a public social action establishment. The 55 social housing units will develop a floor area of 3500m² and the public establishment will be approximately 1430m². The social housing units will include 30 homes dedicated to seniors and labelled HSS+, including around ten or fifteen elderly deaf people. La Sa des chalets is currently leading, in partnership with the SCIC Faire Ville, a participatory and inclusive bilingual housing project based on a shared practice between residents and sign language on plot TR6 which adjoins TR7. At the foot of this Hibiscus residence, a Sign Language training centre will be implanted. This place is intended to be a structuring facility on the scale of the district, the city and even the metropolis. It is a resource centre dedicated to deaf culture, open to the neighbourhood and to the city. Our wish is to develop the dynamic initiated by the TR6 project by continuing it on this plot. Thus, in addition to the public social action establishment, we will find on this project 55 social housing units and 30 homes dedicated to seniors and labelled HSS+, including around ten or fifteen elderly deaf people. The intervention of an AMO is therefore to be expected on this plot. The project management must collaborate with the AMO and with the SA des Chalets. The housing part will be broken down as follows: -30 Senior LLS labelled HSS: 20T2 and 10T3 -25 Family LLS: 9T2, 6T3, 4T4, 1T5. The project will be located on plot TR7 of the Empalot ZAC. The residence must reach a RE2020-seuil25 -5% performance level. NF Habitat certification and compliance with the OPPIDEA EUROPOLIA territorialisation grid and the Effinature label. It is also requested to bring the regulatory requirement for accessibility to 100% of the housing units. It is requested that the project management integrate into its design approach a bioclimatic optimisation of the building: orientation, solar gains, thermal inertia, summer protection, natural ventilation, shading…
