Poland – Servers – Dostawa i wdrożenie oprogramowania wraz ze sprzętem w ramach realizacji projektu "Cyberbezpieczny wodociąg w Gminie Rymanów"

The subject of the contract is the supply and implementation of software along with hardware in connection with the implementation of the grant project entitled: "Cyber-secure Water Supply in the Municipality of Rymanów", financed under the National Recovery and Resilience Plan, Priority C3 Cybersecurity, Action C3.1.1 Cybersecurity, CyberPL, grant competition "Cyber-secure Water Supplies". The scope of the contract includes, in particular, the supply, configuration, implementation and commissioning of hardware, software and services listed in the SWZ, including: 1) Server – 2 units 2) Matrix – 1 unit 3) XDR, EDR and endpoint monitoring - extension of 30 licenses - 1 unit 4) Deduplicator and backup creation - 1 set 5) UTM and service - 1 unit 6) Managed switch - 1 unit 7) NAS - 1 unit 8) Disk for NAS - 4 units 9) UPS for RACK cabinet - 1 unit 10) External battery pack - 1 unit 11) 19-inch 42U standing RACK cabinet together with cabling and accessories - 1 unit 12) Device, annual service – element of the solution for central collection and analysis of logs and security incidents (OT scope) 13) Device, annual service – element of the solution for central collection and analysis of logs and security incidents (IT scope) 1. Information on the preliminary assessment of tenders, as referred to in Article 139 of the Pzp Act: The Contracting Authority informs that, pursuant to Article 139(1) of the Pzp Act, it will first conduct an examination and assessment of the tenders, and then qualify the Contractor, whose tender has been highest rated, in terms of the absence of grounds for exclusion and the fulfillment of the conditions for participation in the procedure. 2. The Contractor, together with the tender, is obliged to submit: a) Single European Procurement Document; b) Declaration of contractors jointly applying for the award of the contract (if applicable); c) Obligation of the entity providing resources (if applicable); d) Declaration of the contractor/contractors jointly applying for the award of the contract regarding separate grounds for exclusion; e) Declaration of the entity providing resources regarding separate grounds for exclusion; f) Document from which the scope of authorization to act on behalf of the Contractor in the procedure for the award of the contract; g) Subjective evidence: Product brochure/product catalogue/technical specification of the offered devices confirming the fulfillment of all the parameters specified by the Contracting Authority in the SWZ (in Polish) - The Contracting Authority envisages the completion of the subjective evidence indicated in the above point. Before selecting the most advantageous tender, the Contracting Authority will call upon the Contractor, whose tender has been highest rated, to submit, within a specified period of not less than 10 days, the following subjective evidence or a certificate of the Contractor for public contracts replacing the relevant subjective evidence, within a period of not less than 10 days from the date of the call. The certificate will be accepted by the Contracting Authority solely to the extent that it confirms the absence of grounds for exclusion or the fulfillment of the conditions for participation in the procedure specified in this SWZ: 1) In order to confirm the fulfillment by the Contractor of the conditions for participation in the procedure: a) Document confirming that the Contractor is insured against civil liability in the scope of the conducted activity related to the subject of the contract in the amount of the guarantee not lower than 400,000.00 PLN (in words: four hundred thousand zlotys); b) List of supplies and services; c) List of persons; d) Certificate or equivalent evidence confirming the ISO 9001 and 27001 standards for at least services related to cybersecurity; 2) In order to confirm the absence of grounds for exclusion of the Contractor from participation in the procedure: a) Information from the National Criminal Register; b) Declaration of the contractor regarding the capital group; c) Extract or information from the KRS or CEIDG; d) Certificate from ZUS or KRUS; e) Declaration of the contractor regarding the currency of the information contained in the preliminary declaration; f) Declaration of the entity providing resources regarding the currency of the information contained in the preliminary declaration. The Contractor may, instead of the relevant documents indicated in this table, submit a certificate confirming non-exclusion, if the certificate covers the relevant ground for exclusion. If the certificate does not cover all the grounds for exclusion indicated by the Contracting Authority, the Contractor submits documents and declarations regarding the grounds not covered by the certificate. Regardless of the scope of the certificate, the Contractor submits declarations regarding: a) Article 5k of Council Regulation (EU) No 833/2014 b) Article 7(1) of the Act of 13 April 2022 c) the currency of the information relating to the grounds for exclusion not covered by the certificate and to the circumstances arising in this procedure. In the case of the ground for exclusion specified in Article 109(1)(1) of the Pzp Act, the Contracting Authority, irrespective of the submitted certificate, may, before awarding the contract, request a current certificate from the competent head of the tax office and the competent social or health insurance authority. 3) Documents of Contractors having their registered office or place of residence outside the territory of the Republic of Poland: a) Document confirming that the liquidation of the contractor has not been commenced; b) Information from the relevant register or other equivalent document; c) Document confirming non-arrears in the payment of taxes, fees or social or health insurance contributions.
