Description
Non-open, anonymous landscape planning competition according to RPW (2013) for 10-12 participants. Landscape architects are invited to apply for participation in the competition. For the area of Schillingstraße between Karl-Marx-Allee and Holzmarktstraße, a higher quality of stay and a general enhancement are to be achieved, which do justice to the original and new significance of the street. Contemporary requirements for climate protection and climate adaptation, rainwater infiltration, traffic and use must be integrated. Within the framework of the competition, the potential for a reorganisation of the street space of Schillingstraße is also to be examined. Conservation-related concerns for the urban character must be taken into account. The following criteria will be applied in the assessment of the competition entries. The order does not represent a weighting of the criteria: design idea/guiding principle; design quality; consideration and further development of the existing fabric; functional quality; environmental quality/climate justice; feasibility; economy. The jury will give a written recommendation for the further processing of the competition task. Since the implementation of the construction measures will be realised at different times and the measures will be funded from different funding sources or at different times, the competition area is divided into different sub-areas. The order is placed as soon as and to the extent that the financing is secured. The following binding order promises can be given at this time: Sub-area 1 and 3 (approx. 9,000 m2): Order for LP 1/2 to at least LP 5, optionally further LP; Sub-area 4 (approx. 15,000 m2): Order for LP 1/2 to at least LP 3, optionally further LP; Sub-area 2 (approx. 2,700 m2, private landowners): Order for LP 1/2, optionally further LP. The aim is in any case to implement a uniform concept with a uniform design for the entire competition area (no division into lots). Negotiation procedure: The contracting authority intends, following the planning competition, to initially negotiate only with the 1st prize winner. If important reasons stand in the way of the award to the 1st prize winner, for example if the fee offer is not acceptable despite negotiations or central contractual regulations are not accepted, all prize winners will be invited to negotiations. In this case, the competition result (quality of the design) will be weighted with 50%. Further award criteria would be in this case: fee offer (20%) as well as further project-specific award criteria (30%). The entire evaluation system incl. award criteria for the award of the planning services will then be made available to the prize winners transparently in the subsequent VgV negotiation procedure with the invitation to submit an offer and negotiate. It is intended to award the successful bidder, who has been awarded in the negotiation procedure, a contract by way of a staged contract (with optional performance stages) with at least the above-mentioned services for the planning of the open spaces (§39 HOAI), separately for each sub-area, unless important reasons stand in the way. The requirements will be communicated finally with the invitation to submit an offer. The remuneration is to be based on the HOAI with possible negotiable surcharges or discounts. It is intended to agree the minimum rate for open spaces in fee zone IV. The preliminary basis of the fee is the billable costs based on the checked cost estimate from the competition.
