Poland – Advertising campaign services – Realizacja organicznych i płatnych działań promujących Fundusze Europejskie (FE) i Krajowy Plan Odbudowy i Zwiększania Odporności (Krajowy Plan Odbudowy lub KPO) w mediach społecznościowych oraz współpracy z twórcami internetowymi

1. The subject of the contract is the implementation of organic and paid promotional activities for the European Funds (EF) and the National Reconstruction and Resilience Plan (National Reconstruction Plan or NRP) on social media and collaboration with internet creators. 2. The Subject of the Contract (SOC) is contained in Annex No. 1 to the SWZ - Subject of the Contract (SOC). A contract will be concluded with the Contractor whose offer is considered the most advantageous, on the terms specified in the PPU. The Purchaser envisages the possibility of introducing changes to the concluded contract, on the basis of Article 455 of the Act, in the manner and on the conditions described in detail in the PPU. 3. The Purchaser envisages the possibility of awarding a supplementary contract, as referred to in Article 214(1)(7) of the Act. The estimated value of the supplementary contract is: 280,000 PLN gross. The scope of the supplementary contract will be identical to the subject of the main contract and may include an increase in the intensity of promotional activities, additional thematic campaigns or an expansion of cooperation with internet creators in the event of new communication needs related to the EF and NRP. 4. The Purchaser does not envisage the Contractor carrying out a local vision and checking the documents necessary for the implementation of the contract, as referred to in Article 131(2) of the Act. 5. The remuneration is co-financed from the funds of the European Union from the European Regional Development Fund as part of the Technical Assistance for the European Funds 2021-2027 and the state budget as well as from the Regional Development Fund. 6. The Purchaser does not require the provision of security. 7. The Purchaser reserves the right to first conduct an examination and evaluation of the offers, and then to qualify the Contractor, whose offer was most highly evaluated, in terms of the lack of grounds for exclusion and the fulfilment of the conditions for participation in the procedure. 8. The Purchaser does not require the provision of a guarantee of proper performance of the contract. 9. A full description of the procedure, including a description and form of the documents submitted in the procedure, is contained in the Specification of Contract Conditions. 11. The task will be carried out within 24 months from the date of conclusion of the contract or until the amount allocated for the implementation of the Task, mentioned in § 10(1) of the PPU, is exhausted, whichever of these events occurs first. The Purchaser envisages the possibility of extending the contract validity period by six months. Such a change may occur in the event of non-utilisation of the maximum value of the funds allocated for the financing of the Contract, as referred to in § 10(1) of the PPU. 12. Technical and organisational requirements for electronic correspondence: The Purchaser, in accordance with § 11(2) of the Regulation of the President of the Council of Ministers of 30 December 2020 on the manner of preparing and transmitting information and technical requirements for electronic documents and means of electronic communication in a public procurement procedure or tender (Journal of Laws of 2020, item 2452) (hereinafter referred to as the "Regulation"), specifies the necessary hardware - application requirements enabling work on the Procurement Platform, including information on the connection specification, i.e.: a) Permanent access to the Internet with a guaranteed bandwidth of not less than 512 kb/s; b) A P66C class computer or MAC meeting the requirements of the installed operating system and the requirements of the used internet browser; c) Any installed internet browser in a version supported by the manufacturer supporting TLS 1.2; d) Installed Acrobat Reader program or another one supporting files in .pdf format. The Purchaser, in accordance with § 11(2) of the Regulation, specifies the permissible formats of transmitted data, i.e. files up to 2 GB in size in txt, rtf, pdf, xps, odt, ods, odp, doc, xls, ppt, docx, xlsx, pptx, csv, jpg, jpeg, tif, tiff, geotiff, png, svg, wav, mp3, avi, mpg, mpeg, mp4, m4a, mpeg4, ogg, ogv, zip, tar, gz, gzip, 7z, html, xhtml, css, xml, xsd, gml, rng, xsl, xslt, TSL, XMLsig, XAdES, CAdES, ASIC, XMLenc. The Purchaser, in accordance with § 11(2) of the Regulation, specifies information on data encoding and reception time, i.e.: a) A file attached by the Contractor on the Procurement Platform and saved is visible in the System as encrypted – encoding format UTF8. The possibility of opening the file is available only after decryption by the Purchaser after the expiry of the offer opening deadline. The date and exact time (hh:mm:ss) generated according to the local time of the server synchronised with the appropriate time source constitutes the time of data receipt by the Platform. Declarations, applications, notifications or information that reach the Purchaser are considered documents submitted on time if their readable content reaches the Purchaser before the expiry of this deadline (uploading to the Platform). The date and time of submission of the offer, declarations, applications, notifications and information transmitted by the Parties are taken as the date and time of their dispatch via the Platform. In the event of lack of confirmation of receipt of correspondence by the Contractor, the Purchaser assumes that the correspondence sent by the Purchaser via the Platform to the Contractor's account has been delivered to him in a manner enabling familiarisation with its content.
