The subject of the contract is the control of fee payments in the Paid Parking Zone (hereinafter: PPZ) in Bytom, along with the maintenance of the PPZ office services, in accordance with: - Resolution No. LXIII/940/23 of the Municipal Council of Bytom of 30 January 2023 on the establishment of the Paid Parking Zone and the rates of fees for parking of motor vehicles on public roads in the Paid Parking Zone and the method of collecting fees, - Resolution No. LXXVII/987/23 of the Municipal Council of Bytom of 24 April 2023 amending the aforementioned Resolution (hereinafter: the Resolution), constituting Annex No. 1.2 to the SWZ (and any future, potential amendments thereto). The subject of the contract has been specifically defined in the SWZ and its annexes. 2. The public contract is included in the plan of procedures for awarding contracts 2026, published in the Bulletin of Public Procurements on 14.01.2026, no. 2026/BZP 00034354/01/P - item 2.3.3. 3. In this procedure, communication between the Purchaser and the Contractors takes place using the following electronic communication means: 1) The platform for managing tender procedures, available at: https://mzdim-bytom.logintrade.net/; The technical support of the Platform is provided by the company Logintrade S.A. Registration and use of the Platform is free of charge. By registering, the Contractor accepts the regulations for using the Platform. 4.3. In accordance with § 11, paragraph 2, r.d.e. the Purchaser provides below information on the specifications, connection, format of the transmitted data, as well as encryption and time marking of data transmission and receipt. Technical requirements related to the use of the Platform: 4.3.1. permitted internet browsers: current versions a) Internet Explorer b) Google Chrome c) Mozilla Firefox 4.3.2. Other technical requirements: a) Internet access b) browser support for the XMLHttpRequest-ajax protocol c) JavaScript support enabled d) recommended internet connection speed above 500 KB/s e) installed Acrobat Reader f) installed Java runtime environment – Java SE Runtime Environment current version 4.3.3. The following solutions provided by the companies are supported: a) Polish Centre for Electronic Certification Sigillum of Polish Paper Factory S.A. b) Electronic Signature Service Centre Szafir of the National Clearing House S.A. c) Universal Certification Centre Certum of Asseco Data Systems S.A. d) Qualified Certification Centre CenCert of Safe Technologies S.A. e) Certum Qualified EuroCert 4.4. The maximum size of files sent via the Platform is 150 MB. Larger files should be compressed into a single archive file (ZIP) to avoid exceeding the above size. The Purchaser informs that, based on the provisions of point 4 of Annex No. 2 to the Council of Ministers' Regulation on National Interoperability Frameworks, minimum requirements for public registers and electronic information exchange, and minimum requirements for teleinformation systems, file compression in RAR format is not allowed. In the event of an attempt to use the RAR compression format, it will not be possible to submit it via the Platform. 4.5. Permitted data formats: The Purchaser indicates the .pdf format as the data format sent by the Contractor via electronic communication means for declarations or documents. However, the Contractor may prepare documents and declarations in any other format specified in the content of the Regulation of the President of the Council of Ministers of 27 June 2017 on the use of electronic communication means in the procedure for awarding public contracts and the provision and storage of electronic documents. 4.6. Data transmission time coding and marking: the time is recorded in the format YYYY MM-DD HH:MM:SS. 4.7. The encrypted HTTPS protocol is used for connection. Data encryption is carried out using the SSL protocol. The SSL certificate ensures the confidentiality of data transmitted over the Internet. 4.8. In correspondence addressed to the Purchaser, the Contractors should use the number of the subject procedure. 4.9. Oral communication is allowed only in relation to information that is not essential, in particular, it does not concern the contract notice or contract documents, offers, unless its content is documented (a written note of the conversation or negotiation is required). 5. The Purchaser did not conduct preliminary market consultations before initiating the procedure. 6. In this procedure, the Purchaser does not allow the submission of partial offers, the Purchaser does not award contracts in parts. 7. The Purchaser does not envisage variant offers. 8. The Purchaser does not require the submission of an offer in the form of an electronic catalogue. 9. The Purchaser envisages the award of contracts consisting of the repetition of similar services - art. 214, paragraph 1, point 7 of the Pzp; The subject, scope and conditions have been defined in the SWZ. 10. The Purchaser conducts the procedure independently. 11. The notice does not concern a contract for social services and other special services. 12. The Purchaser does not specify requirements regarding performance or functionality in accordance with art. 101, paragraph 1, pzp. 13. The Purchaser does not take into account requirements in the field of accessibility for disabled people in accordance with art. 100, paragraph 1, pzp. 14. The Purchaser does not envisage options or renewals. 15. The Purchaser does not require labels in accordance with art. 104 of the pzp. 16. The Purchaser does not envisage the exclusion of contractors on the basis of art. 109, paragraph 1, of the pzp.
