Germany – Architectural, construction, engineering and inspection services – Forensik - Köln-Merheim, Generalplanerleistung

The Landschaftsverband Rheinland (LVR) plans to further develop the existing forensic psychiatric clinic at the Köln Merheim site. The background is that the building currently in use no longer meets the current structural and functional requirements and is permanently overcrowded. The project involves the realisation of a forensic psychiatric clinic through a new building in conventional construction, including the existing building, which is to be preserved and possibly used further. The project comprises both a quantitative expansion of the number of places and the adaptation of room sizes, as well as a qualitative and conceptual further development of forensic care. The general planning services for the Forensik Köln-Merheim project essentially comprise the following service packages:

- Building and interior design, HOAI Section 3, Part 1

- Site planning, HOAI Section 3, Part 2

- Engineering structures, HOAI Section 3, Part 3

- Traffic facilities, HOAI Section 4, Part 4

- Structural design, HOAI Section 4, Part 1

- Technical equipment, plant groups 1-8, HOAI Section 5, Part 5

- Consulting services according to Annex 1 to § 3 (1) HOAI: building physics (sound and heat protection, room acoustics) and geotechnical consulting services

- Fire protection planning

- Services of publicly appointed surveying engineers

- Species protection assessment

Based on the results of the preliminary planning, the contracting authority will finally check the feasibility (financing/approval) of the project. If the project continues, it is intended to award the phases 3 ff as a second stage of the contract.
