Description

The SEMMARIS is the company responsible for the management and development of the International Market of Rungis, by decree n° 65-325 of 27 April 1965 and by article 199 of law n° 2015-990 of 6 August 2015 for growth, activity and equality of economic opportunities. Article 34 of law n° 2025-268 of 24 March 2025 on orientation for food sovereignty and the renewal of generations in agriculture amended article 199 of law n° 2015-990 of 6 August 2015 for growth, activity and equality of economic opportunities by extending the mission of the SEMMARIS until 31 December 2068. Thus, it ensures the development, management and modernisation of the market's infrastructure in a logic of sustainable innovation and economic performance. A first CNG station was installed in 2017, then a green hydrogen station in 2018. These have recently been closed. The SEMMARIS wishes to resume this approach and develop the installation of hydrogen stations within the International Market of Rungis. In this context, two sites have been selected following a feasibility study: - Lot 1: Ovimpex Parking - The former Ovimpex parking along the circular boulevard in the Dairy and Poultry Products sector, on a land area of approximately 2 115 m², - Lot 2: Pondorly - The Pondorly site of the International Market of Rungis (hotel zone) with direct access to the A106 (entrance and exit), on a land area of approximately 1 225 m². Thus, the future operator will be in charge of the design, implementation, operation and management, at its own expense, of a vehicle hydrogen refuelling station. The concession holder will have to finance all the works and equipment necessary for the production of hydrogen. It will be remunerated by operating the service, thus assuming, under its own responsibility, the operating risk. In return, it will be subject to a fixed public domain occupation fee and a variable fee, the terms of which will be defined in the tender dossier. Candidates may respond to one or more lots and be awarded one or more lots if the offers are judged to be the most economically advantageous, in accordance with article L.3124-5 of the Public Procurement Code.
