France – Refuse collection services – M.2026-35-MARCHE DE COLLECTE DES ENCOMBRANTS MENAGERS EN PORTE A PORTE SUR RENDEZ-VOUS

This consultation concerns the collection of bulky household waste door-to-door by appointment. The services included are as follows: a) The collection of bulky household waste from the ground door-to-door by appointment from private individuals. b) The collection of so-called "wild" bulky waste at the foot of columns and collective bins. This service is only mobilizable upon the express and exceptional request of the CAPV. This service is not intended to replace the municipal competence in terms of cleanliness, but to enable the implementation of targeted and targeted actions on the territory, in response to particular situations or phenomena of significant wild dumping near sorting points. It is part of the Plan de Lutte contre les Déchets Abandonnés (PLDA) adopted by the CAPV in partnership with CITEO, in order to provide exceptional support to municipalities facing specific problems of wild dumping. The procedure followed is the Open Call for Tenders subject to the provisions of Articles R.2124-1, L.2124 2 and R.2161.2 to R.2161-5 of the Code de la commande publique. This is a single-source framework agreement, therefore without competition when placing orders, with a minimum and maximum annual amount. The conclusion of the framework agreement with purchase orders is equivalent to the conclusion of a purchase order contract, it will be concluded in accordance with Articles R.2162-1 to R.2162-6 and R.2162-13 to R.2162-14 of the Code de la commande publique.
